. e e City Council Minutes February 26, 1990 Page 6 8.2 Si~n Pro~ram COUNCILMEMBER DOBEL MOVED TO ADOPT RESOLUTION 90-9, A RESOLUTION APPROVING THE 1989 SIGN REPLACEMENT PROGRAM. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0. 8.3 Cable TV Lawsuit Settlement The City Administrator indicated that the City, as a member of the Cable Commission, was involved in a lawsuit against the Cable TV Franchise owners, Jones Intercable. He stated that the Cable Commission and the Cable Commission Attorney are recommending settlement of the lawsuit. He further indicated that staff is recommending adoption of the settlement agreement and of the enclosed ordinance which reflects the changes in the franchise agreement. COUNCILMEMBER HOLMGREN MOVED TO ADOPT THE SETTLEMENT AGREEMENT. COUNCILMEMBER DOBEL SECONDED THE MOTION. THE MOTION CARRIED 4-0. COUNCILMEMBER HOLMGREN MOVED TO ADOPT ORDINANCE 90-3, AN ORDINANCE OF THE CITY OF ELK RIVER WHICH AMENDS THE CABLE TV ORDINANCE. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 4-0. 8.4 Street/Park Department 1989 Annual Report This report was tabled until the March 5, Council meeting. 8.5 Fire Department 1989 Annual Report Russ Anderson, Fire Chief, presented the Fire Department 1989 Annual Report. He indicated that at the present time, the Fire Department has 35 firefighters and stated that this number would be sufficient until such time that a satellite fire station would be needed. The Council discussed the number of ambulance calls and the question of whether or not the City would have to either hire more ambulance people to keep up with the number of calls or possibly hire an auxiliary. The Council discussed the full time status of the Fire Chief, the building expansion and the new truck. The City Administrator indicated that the Fire Chief is spending more time on plan checks and inspections with the Building and Zoning Department. The Council thanked the Fire Chief for the annual report. 8.6 Call 2/28/90 Special City Council Meetin~ COUNCILMEMBER DOBEL MOVED TO CALL A MEETING OF THE ELK RIVER CITY COUNCIL ON 2/28/90, TO BE HELD AT THE ELK RIVER CITY HALL AT 7:00 P.M., FOR THE PURPOSE OF CAPITAL IMPROVEMENT WORKSESSION. COUNCILMEMBER. HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0. The City Administrator handed out a memo for review prior to this Capital Improvement Worksession and asked the Council to review the 1/31/90 minutes.
