COUNCILMEMBER HOLMGREN <br />SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />8.3 Cable TV Lawsuit Settlement <br /> <br />The City Administrator indicated that the City, as a member of the <br />Cable Commission, was involved in a lawsuit against the Cable TV <br />Franchise owners, Jones Intercable. He stated that the Cable <br />Commission and the Cable Commission Attorney are recommending <br />settlement of the lawsuit. He further indicated that staff is <br />recommending adoption of the settlement agreement and of the enclosed <br />ordinance which reflects the changes in the franchise agreement. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ADOPT THE SETTLEMENT AGREEMENT. <br />COUNCILMEMBER DOBEL SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ADOPT ORDINANCE 90-3, AN ORDINANCE OF <br />THE CITY OF ELK RIVER WHICH AMENDS THE CABLE TV ORDINANCE. <br />COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />8.4 Street/Park Department 1989 Annual Report <br /> <br />This report was tabled until the March 5, Council meeting. <br /> <br />8.5 Fire Department 1989 Annual Report <br /> <br />Russ Anderson, Fire Chief, presented the Fire Department 1989 Annual <br />Report. He indicated that at the present time, the Fire Department has <br />35 firefighters and stated that this number would be sufficient until <br />such time that a satellite fire station would be needed. The Council <br />discussed the number of ambulance calls and the question of whether or <br />not the City would have to either hire more ambulance people to keep up <br />with the number of calls or possibly hire an auxiliary. <br /> <br />The Council discussed the full time status of the Fire Chief, the <br />building expansion and the new truck. The City Administrator indicated <br />that the Fire Chief is spending more time on plan checks and <br />inspections with the Building and Zoning Department. The Council <br />thanked the Fire Chief for the annual report. <br /> <br />8.6 Call 2/28/90 Special City Council Meetin~ <br /> <br />COUNCILMEMBER DOBEL MOVED TO CALL A MEETING OF THE ELK RIVER CITY <br />COUNCIL ON 2/28/90, TO BE HELD AT THE ELK RIVER CITY HALL AT 7:00 P.M., <br />FOR THE PURPOSE OF CAPITAL IMPROVEMENT WORKSESSION. COUNCILMEMBER. <br />HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />The City Administrator handed out a memo for review prior to this <br />Capital Improvement Worksession and asked the Council to review the <br />1/31/90 minutes. <br />
