He stated that one <br />individual felt that the odor may be coming from the City's Waste Water <br />Treatment Plant instead of the RDF Plant. Mayor Tralle requested Staff <br />to investigate this possibility and further requested that if the odor <br />was coming from the City's WWTP, that something be done to eliminate <br />the odor. <br /> <br />Mayor Tralle opened the public hearing at this time. <br /> <br />Mr. Glen Kass, Plant Superintendent of the RDF facility, stated that <br />they would like to request that the Council consider that the <br />condi tional use permit and license be changed to allow the hauling of <br />residue on Sundays. He stated that right now the residue ends up <br />sitting in the trucks over the weekends. <br /> <br />Mr. Kaas further indicated that they have had complaints from Cargill <br />Farms regarding debris. He stated that as soon as they receive a <br />complaint they send someone out to clean it up and, in fact, they are <br />considering hiring a company to clean up the area on a consistent basis. <br /> <br />There being no further comments from the public, Mayor Tralle closed <br />the public hearing. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO EXTEND THE CONDITIONAL USE PERMITS <br />AND LICENSES FOR BOTH UPA AND NSP UNTIL APRIL 30, 1990. COUNCILMEMBER <br />DOBEL SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />The Council discussed the number of fire calls to the RDF Plant and <br />also the intensity of the fires. Mr. Kaas indicated that a majority of <br />the fires are just smoke or flames. Councilmember Holmgren raised the <br />question regarding an explosion that took place at the RDF Plant. Mr. <br />Kaas also informed the Council that an explosion involving aerosol cans <br />did take place on 1/22/90 at the NSP Plant. <br /> <br />Councilmember Schuldt indicated that the Council has received a <br />complaint from Garbage haulers regarding the time they have to wait at <br />the plant to dump their loads. Mr. Kaas indicated that there are <br />certain times during the week that are more congested than others. <br /> <br />Mayor Tralle thanked NSP and UPA for the update on the facilities and <br />encouraged them to keep the City informed of the operations. <br /> <br />5.2.
