Pursuant to due call and notice thereof, the meeting of the Elk <br />River City Council was called to order at 3:00 p.m. <br /> <br />2. <br /> <br />Di~9.!!sstgll on CaI;!i "t~Ll!JIprovement Pro~rall! <br /> <br />e <br /> <br />Pat Klaers, City Administrator reviewed his 1/11/90 memo with <br />the City Council that discusses a Capital Improvement Program in <br />Elk River. The City Council discussed future capital <br />improvements in Elk River within the foreseeable future. These <br />capital improvements included equipment; land and public <br />facilities; and public improvements (street, sewer, water and <br />storm sewer) . The City staff reviewed with the Commission all <br />possible financing tools for capital improvements in Elk River. <br />These financing tools included "one time" items such as grants <br />or bond referendums and also annual financing tools such as <br />equipment certificates or municipal state aid (MSA) funding. <br /> <br />The Council and staff then discussed <br />for each of the capital improvements <br />some of the capital improvements. <br />expensive capital improvements, such <br />Hall or athletic/recreational complex <br />a public bond referendum and that <br />typical capital improvements such <br />preparedness sirens and communication <br />would be financed through Equipment <br />operating monies or Equipment Reserves. <br /> <br />the possible tunding tools <br />and also the priorities of <br />It was noted that some <br />as a Community Center/City <br />would most likely require <br />most of the smaller more <br />as police cars, emergency <br />items (radios and pagers) <br />Certificates, General Fund <br /> <br />e <br /> <br />At this time the City Council concentrated on the public <br />improvements that are needed wi thin Elk River. The Ci ty <br />Council noted that improvement of the School Street and Proctor <br />Avenue intersection was a high priority as was the improvement <br />of Dodge Avenue. These projects most likely would not take <br />place until 1991 because of a lack of MSA funding. The City <br />Council requested addi tional cost figurt':)s from the City Engineer <br />on various public improvements in order to assist them in making <br />decisions regarding funding and priorities for these public <br />improvements. The Council also noted that the purchase of the <br />abandoned railroad bed, the demolishing of old City Hall and the <br />construction of a police vehicle storage facility were high <br />priority items for 1990. <br />
