<br />City of Ell< River <br />2004 Annual Report <br /> <br />offenders accountable for issuing worthless checks without having to go to court. The goals of <br />the program are to: <br /> <br />· reduce the costs to law enforcement associated with investigating and <br />prosecuting worthless check cases; <br />· educate and assist Elk River merchants and residents in reducing the number of <br />worthless check cases; <br />· collect restitution for victims; and <br />· increase accountability for people who issue worthless checks. <br /> <br />There is no cost to the taxpayers or area merchants for running this program. It is solely <br />supported by the people who issue the worthless checks. This program has been used <br />successfully in other cities. <br /> <br />CIVI L <br /> <br />Our office would like to get more involved in civil areas. A plan, based on the city's short term <br />and long term expectations, should be developed to transition more civil work to this office. <br />Such a plan should include additional staff. <br /> <br />I've attended the following seminars in preparation for handling more civil cases: <br /> <br />· What you need to know about public records and open meetings <br />· Minnesota Association of City Attorneys Education Conference & Annual <br />Meeting <br /> <br />Our office handled four civil forfeiture cases in 2004.
