City of Ell< River 2004 Annual Report offenders accountable for issuing worthless checks without having to go to court. The goals of the program are to: · reduce the costs to law enforcement associated with investigating and prosecuting worthless check cases; · educate and assist Elk River merchants and residents in reducing the number of worthless check cases; · collect restitution for victims; and · increase accountability for people who issue worthless checks. There is no cost to the taxpayers or area merchants for running this program. It is solely supported by the people who issue the worthless checks. This program has been used successfully in other cities. CIVI L Our office would like to get more involved in civil areas. A plan, based on the city's short term and long term expectations, should be developed to transition more civil work to this office. Such a plan should include additional staff. I've attended the following seminars in preparation for handling more civil cases: · What you need to know about public records and open meetings · Minnesota Association of City Attorneys Education Conference & Annual Meeting Our office handled four civil forfeiture cases in 2004. All four cases have been successfully completed.
