<br />City of Ell< River <br />2004 Annual Report <br /> <br />stronger in 2004. The underground inspection program will continue in 2005 with minor <br />changes, as necessary, with input from the Planning and Building Departments. A contractor <br />meeting will be conducted on March 24, 2005 as a refresher to the right-of-way requirements. <br /> <br />Housing-The Fire Department has been in a transition that began in late 2004 to take over <br />housing inspections from the Building and Environmental Department. We will be using the <br />2000 International Property Maintenance Code as a guideline for all apartment inspections. The <br />code is designed to provide concise, consistent model property maintenance requirements with <br />required property improvement provisions. During our apartment inspections, areas to be <br />covered include light, ventilation and occupancy limitations, plumbing facility and fixture <br />requirements, mechanical and electrical requirements, and fire and safety requirements. <br />Housing inspections will continue to be on an annual basis with all 1,080 units of apartments in <br />our community. Our recently hired Fire Prevention Specialist/Housing Inspector Jeff Smith will <br />be working with both Fire Inspector Cliff Anderson and myself during the first year of <br />transition. <br /> <br />PROGRAMS <br />Fire Prevention-The Fire Prevention program remains very active in our community's schools. <br />The program is no longer one week in October (during National Fire Prevention Week). Our <br />Fire Prevention program is active throughout the year with heavy emphasis in September and <br />continuing through December. We are very proud of our Fire Prevention program and also our <br />presentation to elementary school students who are able to participate in emphasizing fire <br />safety. Our goal continues to be changing the culture generation by generation towards fire <br />safety. The Fire Department will have a new full time fire prevention specialist in January 2005 <br />to take our fire prevention program to a new level. <br /> <br />Notional Night Out-The Fire Department is pleased to partner with the Police Department <br />each August during the National Night Out celebration. Our Firefighters enjoy visiting every <br />community block party with equipment to talk with citizens, answer their questions about the <br />Fire Department and fire prevention. Crime Prevention Specialist Cheryll Edinger and the Elk <br />River Police Department do a fantastic job in coordinating National Night Out for our citizens. <br />The Fire Department will continue to be an active partner in National Night celebrations; not <br />only during 2004 but also in the years ahead. <br /> <br /> <br />FIREFIGHTERS <br />Recognition-Each year I recognize firefighters for <br />their dedication and commitment to the Fire <br />Department. This year I would like to commend <br />Assistant Fire Chief Mike Trunnell for over 15 years <br />of dedication to the Elk River Fire Department as <br />training officer. The department has been very <br />fortunate to have Mike (as a dedicated training Group Photo of Firefichters <br />officer) and the countless hours of time that he has given to <br />enhance the training of the department. On December 3 I, 2004 Mike has decided to step aside <br />as training officer but remain assistant chief for the department. Even though Mike has stepped <br />aside as our training officer, he will continue to dedicate additional time in transitioning to our <br />new training officer (Captain Phil Collins) and assistant training officers.
