<br />. <br /> <br />. <br /> <br />. <br /> <br />SPECI AI, MEETING OF THE ELK RIVER CITY COUNCIL <br />HELD AT THE ELK RIVER CITY HALL <br />MONDAY, DECEMBF.R ~O, 199J <br /> <br />Counc ilmember Present: Mayor Tra lle, Counc ilmembers Dietz, Kropuenske and <br />Holmgren <br /> <br />Councilmembers Absent: Councilmember Schuldt <br /> <br />Staff Present: Pat KIaers, City Administrator; Lori Johnson, <br />Finance Director <br /> <br />Pursuant to due call and noti ce thereof, the spedal meeting of the Elk <br />River City Council was called to order by Mayor Tralle at 7:00 p.m. <br /> <br />Mayor TraUe stated that t.he sped al meeti ng was necessary in order to <br />review the City's compliance to the State Comparable Worth Law. <br /> <br />The City Administrator rev i ewed with t.he City Couneil the status of the <br />City's Comparable Worth Plan and its compliance to State Law. It was noted <br />that prior to the police IHllon s\~ttlem(mt that the City was in compliance to <br />the law, however, the City was slightly out of compliance after the recent <br />union settlement for ]991-]992. Material on this issue was received from <br />the State in late December. <br /> <br />The City Admini stratal' stated that the City had adjusted the police sergeant <br />point ranking to the henchmark level rather than using the point ranking <br />that resulted from the 1985 Tjm\~ Spent ProfiJe. The City had used the <br />benchmark point ranking for a number of its positions and felt it would be <br />most appropri ate in this case to also use the composi te benchmark point <br />ranking that came about as a result of the metropolitan study. <br /> <br />The Council discussed whether or not this point ranking adjustment would be <br />sufficient to ensure the City's compliance to the Comparable Worth Law. The <br />Finance Director indicated that it is very di fficult t.o determine if this <br />adjustment will affect tllP City's ranking and, furthermore, that the final <br />rules for the Comparahle Worth Law have not yet been appruved. Add it i onally, <br />it is allt1cipatf~d tJlaL lhe SLate Compal'able Worth Law will undel'go <br />additional changes in 1992. <br /> <br />The City Administrator indicated that a "snap shot in time" must be taken of <br />the City of Elk River pay plan and this information is to be submitted to <br />the State in order to determine if the City is in compliance with State <br />Lmv. One adjustment that should assur'e City campI iance would be to delete <br />the part time status of the 30 hour' pl~r week administl'ation <br />secretary/receptionist position. <br /> <br />COUNCTLMEMBER KROPUENSI\E MOVED TO DELETE THE PART TIME STATUS FROM THE <br />SECRETARY/RECEPTIONIST POSITION IN THE ADMINISTRATION DEPARTMENT EFFECTIVE <br />
