Preliminary Plat Review for the Plat of Orono Heights/Public Hearing

Janelle Szklarski, Zoning Assistant, stated that John Plaisted is
requesting approval of a preliminary plat for the plat of Orono Heights
containing 11 single family lots. Janelle Szklarski indicated that all
lots are buildable and meet the City's and DNR requirements. She
indicated that both staff and the City Engineer have reviewed the
preliminary plat. Janelle indicated that one issue of concern was
regarding the location of a street next to an existing home owned by
Joe Pouliot. She indicated that Mr. Pouliot's home will be 25 feet
from the right-of-way and the required front yard setback is 30 feet.

e

Planning Commission Representative, Jerry Schroeder, indicated that the
Planning Commission recommended approval of the preliminary plat with a
large list of stipulations. He stated that their main concern was
safety in relation to the layout of the roads in the plat. Janelle
Szklarski indicated that Terry Maurer, the City's Engineer, had
submitted a letter regarding his review of the preliminary plat,
grading plan, and street grades.

Mayor Tralle opened the public hearing.

Mr. Joe Pouliot of 207 York Avenue indicated he was not in favor of the
layout of the road. He stated that the setback rule is not being
adhered to by the City because the right-of-way is 25 feet from his
property line as opposed to the required 30 feet. He stated he felt
the road would be too close to his home.

Carmen Pouliot indicated that there are several drainage issue that
should be looked at as they are experiencing water problems.

Steve Rohlf indicated that the City concerns regarding traffic have
been addressed by the Ci ty Engineer and further indicated that all of
the lots in the plat meet the City standards.

Bill Christian, representing John Plaisted, stated that an alternative
plan was looked at but not chosen because of safety reasons.

e

Frank Schober, of 18216 Albany Street, stated that there is wildlife in
the pond in which the Ci ty is proposing to drain the storm drainage.
He indicated that after a few years, this wildlife and pond will be
affected by the City's drainage plan.
