<br />e <br /> <br />e <br /> <br />e <br /> <br />CLOSED MEETING OF THE ELK RIVER CITY COUNCIL <br />HELD AT THE ELK RIVER PUBLIC LIBRARY <br />MONDAY, JULY 15, 1991 <br /> <br />Members Present: <br /> <br />Mayor Tralle, Councilmembers Schuldt, Dietz and <br />Kropuenske <br /> <br />Members Absent: <br /> <br />Councilmember Holmgren <br /> <br />Staff Present: <br /> <br />Dave Sellergren, City Attorney; Sandra Thackeray, City <br />Clerk; Pat Klaers, City Administrator <br /> <br />Mayor Tralle called the meeting to order at 11:16 p.m. <br /> <br />Discussion was held regarding the assessment appeal of the Fillmore Street <br />assessment by Scott and Annette Mitchell. Mayor Tralle indicated that the <br />Council and staff have been working with the Mitchell's attorney in trying <br />to negotiate a settlement prior to bringing the matter to the court for <br />decision. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO NEGOTIATE A SETTLEMENT WITH SCOTT AND <br />ANETTE MITCHELL AS PRESENTED. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE <br />MOTION CARRIED 3-1. Councilmember Schuldt opposed. <br /> <br />Councilmember Schuldt indicated that his opposition was due to future <br />effects this would have on assessment projects and also due to the principal. <br /> <br />There being no further business, COUNCILMEMBER SCHULDT MOVED TO ADJOURN THE <br />MEETING. COUNCILMEMBER DIETZ SECONDED THE MOTION.
