<br />City Council Minutes <br />July 15, 1991 <br /> <br />Page 5 <br /> <br />e <br /> <br />Ty Bi schoff, School Board Representative, suggested that the Ci ty use <br />some of the captured TIF monies from the RDF Plant to help defray the <br />costs of the School District assessments. Mayor Tralle stated that the <br />intent of the Council in using the TIF funds from the RDF Plant was to <br />expand sewer and water in another direction. He stated that if the <br />Council agreed to defray the School's costs with this money, it would <br />be unfair to the western property owners because the money was intended <br />for the western area of the City. <br /> <br />Ty Bischoff requested the City to participate in the assessment costs <br />with approximately $100,000. He stated that if this could be done, the <br />School District could make the project work. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO APPROVE THE FEASIBILITY STUDY <br />PRESENTED BY THE CITY ENGINEER. COUNCILMEMBER DIETZ SECONDED THE <br />MOTION. THE MOTION CARRIED 4-0. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO ACCEPT THE CONDITIONAL USE PERMIT <br />WITH THE FOLLOWING STIPULATIONS: <br /> <br />e <br /> <br />1. THAT LANDSCAPING BE ACCOMPLISHED PER CITY CODE AT A MINIMUM. <br /> <br />2. THAT CITY APPROVAL IS CONTINGENT UPON THE ARMY CORPS OF ENGINEER'S <br />APPROVAL OF RELOCATION OF THE WETLAND IN QUESTION. <br /> <br />3. THAT IF THE ACCESS DRIVES BECOME CITY STREETS, THEY MUST BE BUILT <br />TO CITY STANDARDS WITH SPECIFICATIONS AGREED TO PRIOR TO BUILDING <br />PERMIT ISSUANCE. IF THE ACCESSES REMAIN PRIVATE DRIVES, STAFF <br />RECOMMENDS THAT THE CITY APPROVE THEM CONTINGENT ON EASEMENTS <br />BEING OBTAINED FROM JOHN OLIVER AND A PRIVATE ROAD AGREEMENT BEING <br />ENTERED INTO. <br /> <br />4. THAT THE DETAILS REGARDING FIRE PROTECTION, PARKING, SETBACKS, <br />SCREENING AND BUILDING ELEVATIONS BE AS PROPOSED ON THE ATTACHED <br />PLANS PROVIDED BY THE SCHOOL DISTRICT. <br /> <br />5. THAT UNDER NORMAL OPERATING CONDITIONS, LIGHTING BE NO MORE THAN <br />.1 FOOT CANDLES WITHIN 25 FEET OF ANY ADJACENT DWELLINGS NOR MORE <br />THAN .5 FOOT CANDLES ON ANY PART OF AN ADJACENT PROPERTY. <br />FURTHER, THAT THE PARKING LOTS FOR THE SCHOOL BE LIT TO 3 FOOT <br />CANDLES EXCEPT IN EMERGENCY SITUATIONS, WHEN ONLY A PATHWAY TO THE <br />PARKING LOT WILL BE LIT TO 3 FOOT CANDLES. <br /> <br />6. THAT DRAINAGE BE AS PER THE RECOMMENDATION OF TERRY MAURER, CITY <br />ENGINEER, WITH DETAILS BEING RESOLVED PRIOR TO BUILDING PERMIT <br />ISSUANCE. <br /> <br />e <br /> <br />7. THAT PLANS FOR THE EXTENSION OF UTILITIES TO THE PROPOSED SCHOOL <br />SITE CONSIDERS ALL PROPERTY OWNERS IN THIS VICINITY. THAT THE <br />PLANS AND SPECIFICATIONS BE PREPARED BY TERRY MAURER, CITY <br />ENGINEER, FOR AT LEAST THAT PORTION OF THE UTILITIES WHICH WILL BE <br />PUBLIC. <br />
