<br />City Council Minutes <br />July 1, 1991 <br /> <br />Page 4 <br /> <br />e <br /> <br />had previously authorized the purchase of one 6 foot cut mower and one <br />12 foot cut mower. He indicated that staff is reconsidering the need <br />for one small mower and one large mower due to the possibility of the <br />City maintaining the school district athletic fields. <br /> <br />It was the consensus of the Council to review item 5.5 prior to making <br />a decision on this issue. <br /> <br />5.5. Review Park and Recreation ReQuests <br /> <br />The Council discussed the extent of City commitment and participation <br />in the youth recreation programs; field development and maintenance; <br />and with future school district recreation improvement projects. <br />Discussion was also held regarding the joint City/School site (near the <br />Community Education building) and the fact that the School District is <br />proposing to build the school public works building on City property. <br />The City Administrator indicated that the School District has submitted <br />a Conceptual Plan for the City's review. He further indicated that <br />Staff is looking for a consensus to move forward in refining this plan. <br /> <br />e <br /> <br />Councilmember Kropuenske suggested implementing a user based fee to <br />prevent the full additional tax burden from falling on the Elk River <br />taxpayers for the maintenance of athletic fields. Councilmember <br />Holmgren indicated that it has already been on record that the Council <br />favors the user fee approach. <br /> <br />Councilmember Schuldt indicated that he does not feel it is fair to the <br />Elk River residents for the City of Elk River to use City funds, <br />equipment and manpower for school recreation improvement projects <br />because the Elk River residents would be double-taxed from both the <br />School District and the City. <br /> <br />Mayor Tralle indicated he would like to discuss this issue at a future <br />meeting with a representative of the School District. <br /> <br />It was the consensus of the Council to have staff continue discussions <br />wi th the School District and further that there were no problems with <br />the concept presented by the School District other than legal questions <br />that may have to be resolved pertaining to the location of the <br />buildings. It was also the consensus of the Council that Dr. Flannery <br />be informed of the Council's feelings toward the user fee theory and <br />further that the Council feels it may not be appropriate for the City <br />to maintain existing school athletic fields. <br /> <br />5.4. COUNCILMEMBER HOLMGREN MOVED TO ACCEPT THE BID FROM MACQUEEN EQUIPMENT <br />FOR THE EXCEL HUSTLER MODEL 340 IN THE AMOUNT OF $24,500 TO INCLUDE THE <br />ROLL-OVER PROTECTION. COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. <br /> <br />e <br /> <br />Councilmember Kropuenske requested Phil Hals to negotiate a possible <br />price break should the City purchase another 12 foot mower by July 25, <br />1991. <br /> <br />THE MOTION CARRIED 4-0. <br />
