David Miller indicated that he would be making a <br />presentation to the City Council. He indicated that the presentation <br />would be in relation to a resolution adopted by the City which endorsed <br />the proposal of the Elk River Fire and Ambulance Service to further its <br />relationship with Health One Transportation in its effort to obtain an <br />Advanced Life Support (ALS) license for the primary service area of Elk <br />River. Mr. Miller reviewed the three major issues that he would be <br />addressing. He indicated that they consisted of the following: <br /> <br />1. To improve life support services to the community. <br /> <br />2. To not create increased cost for the life support services. <br /> <br />3. To maintain viability to Elk River Fire and Ambulance Service. <br /> <br />Some other key point.s that were discussed by Mr. Miller included run <br />volume, response times, disposition of patient and primary service area. <br /> <br />e <br /> <br />David Mil ler introduced Mark Stutelberg, the ALS Operations Manager for <br />Health One Transportation. Mr. Stutelberg discussed dispatch <br />protocols, deployment activities, medical protocols and a quality <br />assurance program with the Council. Mr. St.utelberg indicated that the <br />proposed plan is to create a quality assurance group that implements a <br />continuous feedback and refinement mechani sm of all areas of the plan. <br />He indicated t.hat. the members of a quality assurance group would <br />i nel ude a men ical di rector for Elk River Ambulance, a member of Health <br />One TransportaU on, the El k River Ambul ance Coord inator, an Elk River <br />Ambulance Staff member, a representative from the Elk River Police <br />Department. and a member of t.he Elk River medical community. <br /> <br />Mr. Stutelberg explained the changes in the proposed plan in relation <br />to dispatch protocols. When Sherburne County Public Safety receives a <br />911 request, they wi 11 immediately notify both Elk River Ambulance and <br />Health One Transportation Services. He indicated that this change will <br />expedite t.he response by paramedic service by a few minutes. Another <br />change in the proposed plan under deployment activities relates to <br />Heal th One's response to the 911 request. Health One wi 11 respond as <br />an emergency upon receiving the notl fication of request for 911 and <br />wi 11 con t.i nile to respond as an emergency until requested by the Elk <br />River Ambulance to cancel. <br /> <br />Mr. Stutelberg concluded by stating that although the proposed plan is <br />an operational plan including only four areas, he is aware that there <br />is sl gni ficant work that needs to take place to adequately implement <br />the changes. <br /> <br />e <br /> <br />Mayor Tralle opened the publ ic hearing. <br />received during the public hearing. <br /> <br />The following comments were <br /> <br />M!!rY..JJ()JG~)chl!~.f e r: <br />
