<br />City Council Minutes <br />April 15, 1991 <br /> <br />Page 9 <br /> <br />e <br /> <br />The City Council recessed at 8:35 p.m. and reconvened at 8:45 p.m. <br /> <br />6.11.Conditional Use Permit Reauest by Lincoln School/Public Hearin~ <br /> <br />Janelle Szklarski stated that the School District is requesting a <br />conditional use permit to construct a 47,000 square foot addition to <br />the existing Lincoln Elementary School located at the corner of Jackson <br />Avenue and School Street. <br /> <br />Robert Bischoff stated that the Planning Commission recommended <br />approval of the request for the 47,000 square foot addition. <br /> <br />Mayor Tralle opened the public hearing. There being no one for or <br />against the matter, Mayor Tralle closed the public hearing. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO APPROVE THE CONDITIONAL USE PERMIT <br />REQUEST TO ALLOW A 47,000 SQUARE FOOT ADDITION TO LINCOLN SCHOOL WITH <br />THE FOLLOWING STIPULATIONS: <br /> <br />1. THAT THE DESIGN OF THE ELECTRICAL SERVICE TO THIS SITE BE APPROVED <br />BY GLEN SUNDEEN OF ELK RIVER MUNICIPAL UTILITIES. <br /> <br />2. THAT ALL GRADING AND DRAINAGE TO THIS SITE BE APPROVED BY CITY <br />ENGINEER, TERRY MAURER. <br /> <br />e <br /> <br />3. <br /> <br />THAT TWO ADDITIONAL FIRE HYDRANTS BE ADDED TO THE NORTH SIDE OF <br />THE BUILDING AND THAT A SIX INCH WATER MAIN BE LOOPED AROUND THE <br />BUILDING AS SHOWN ON THE SITE PLAN. <br /> <br />4. THAT NO BUSES LEAVE THE PARKING AREA UNTIL ALL CHILDREN ARE LOADED. <br /> <br />5. THAT THE DEVELOPER IMPLEMENT THE LANDSCAPING PLAN AS SUBMITTED TO <br />STAFF. <br /> <br />6. THAT ANY CHANGES TO THE SITE PLAN, IF MINOR, BE SUBJECT TO <br />APPROVAL BY STAFF. <br /> <br />COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />6.12.Conditional Use Permit (Governmental Facility) Elk River Municipal <br />Utilities/Public Hearin~ <br /> <br />Mayor Tralle indicated that Elk River Municipal Utilities are <br />requesting to add a 5,000 square foot addition to an existing 4,000 <br />square foot metal skinned-building. He explained that both the <br />existing building and the addition would be used for cold storage at <br />the Power Plant site located at 1705 Main Street. <br /> <br />-- <br /> <br />Planning Commission Representative Robert Bischoff indicated that the <br />Planning Commission recommended approval of the request on a split <br />vote. He stated that Commission member Johnson voted against the <br />request as it was her feeling that it was time for the Utili ties to <br />relocate rather than to expand at the existing site and that the <br />proposal intensifies the use of the property. <br />
