.

.

.

City Council Worksession Meeting
February 13, 1991

Page 2

lack stated that physically there would be enough land to accommodate
the community center. There was then a question regarding the Jenne
si te and whether or not that would be adequate for City Hall. lack
indicated that in itself it is rather small, but renovation of the
entire block would be adequate.

The City Administrator questioned whether the Community Center Task
Force should remain active or whether the Council should meet with them
to conclude their duties. Mayor Tralle indicated that it may be
several years before additional work is done on a community center,
therefore, the Task Force will probably not remain active. It was
agreed to meet with the Community Center Task Force on March 4, at 6:30
p.m. at the Library prior to the regular City Council meeting.

Additional discussion was held on each of the sites including estimated
costs for acquiring each site. There was concern that other sites in
addition to the three already being considered be explored.

The Council discussed whether it is necessary to keep the Police
Department and City Hall in one facility or whether they could be
located at two different sites.

lack suggested that a space analysis be done first. This would include
evaluating how many square feet each of the departments would
anticipate needing in the next ten years. At that point, the economies
of having one building versus two could be considered and ultimately
the creamery site could be evaluated using that data. Following the
space analysis, Zack suggested that the City tour and review facilities
in other communi ties. The next step would be to estimate costs of
construction and acquisition. At that point, Zack would be ready to
present alternatives to the City Council. The Council questioned
whether this could be done in 45 days. Zack indicated that he would
proceed and get information back to the Council as soon as possible. A
special work session of the City Council was scheduled for March 20, at
City Hall, to review the alternatives.

COUNCILMEMBER DIETZ MOVED TO ADJOURN THE 2/13/91 WORK SESSION MEETING.
COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 5-0.

The meeting of the Elk River City Council adjourned at 10:10 p.m.

Respectfully submitted,

I?~Q~- ~

Lori Johnson
Finance Director
