<br />City Council Minutes <br />January 9, 1991 <br /> <br />Page 2 <br /> <br />e <br /> <br />The City Council discussed the residency of Commi ss ion member, Barb <br />Northway, whose term expires at the end of 1991. The City Council <br />indicated that it feels comfortable having two non Elk River residents <br />on the Commission, but felt it was important that the two nonresident <br />members still live within the School District or work within Elk <br />River. The City Council reluctantly decided to request the resignation <br />of Barb Northway from the Park and Recreation Commission. This request <br />was discussed in reluctant terms because of Barb's qualifications and <br />active participation on the Commission. <br /> <br />The City Council discussed the need to adjust the terms on the Park and <br />Recreation Commission. It was noted that three terms expired at the <br />end of 1990 and four terms expire at the end of 1991 and only one term <br />expires at the end of 1992. The City Council indicated that when <br />appointments are made this month, some terms would be adjusted and when <br />appointments are made next year, additional terms would be adjusted so <br />that the turnover and expiration of terms will be more orderly. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO RELUCTANTLY REQUEST THE RESIGNATION OF <br />BARB NORTHWAY FROM THE PARK AND RECREATION COMMISSION AND DIRECTED <br />STAFF TO SEND HER A THANK YOU LETTER EXPRESSING THE CITY COUNCIL'S <br />APPRECIATION FOR HER SERVICES. COUNCILMEMBER KROPUENSKE SECONDED THE <br />MOTION. THE MOTION CARRIED 5-0. <br /> <br />e <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO HAVE ADDITIONAL RESTRUCTURING OF THE <br />TERMS OF PARK AND RECREATION COMMISSION MEMBERS DONE WHEN APPOINTMENTS <br />ARE MADE IN 1992 IN ORDER TO CREATE A 3-3-2 APPOINTMENT CYCLE. <br />COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO APPOINT DAVE ANDERSON TO A THREE YEAR <br />TERM, BYRON HOUGHTELIN TO A THREE YEAR TERM, MARILYN VANPATTEN TO A ONE <br />YEAR TERM, AND DANA ANDERSON TO A TWO YEAR TERM ON THE CITY PARK AND <br />RECREATION COMMISSION. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. <br />THE MOTION CARRIED 5-0. <br /> <br />4. Other Business <br /> <br />The City Administrator briefly discussed with the City Council the <br />status of the Police Union negotiations. <br /> <br />5. Adjournmen.t. <br /> <br />There being no further business, COUNCILMEMBER HOLMGREN MOVED TO <br />ADJOURN THE MEETING.
