<br />Cemetery means a parcel or tract of land that is set apart, used or intended to be used for the
<br />internment of the dead, established and operated per Minn. Stats. Chapters 306 and/or 307.
<br />Chair massage, on-site, means a massage performed by a licensed massage therapist at any location
<br />other than a therapeutic massage establishment. On-site chair massage shall be confined to massage
<br />for relaxation purposes only of the face, neck, and shoulder area of a person fully clothed and not
<br />lasting more than 15 minutes.
<br />Child means a person under 18 years of age.
<br />City monument sign means a free-standing sign sponsored or approved by the city for the sole
<br />purpose of identifying the City of Elk River.
<br />Clearcutting means the removal of an entire stand of vegetation. means the complete removal of
<br />trees or shrubs in a contiguous patch, strip, row, or block.
<br />Closure statement means a statement prepared by the manufactured home park owner clearly
<br />stating that the park is closing, and addressing the availability, location and potential costs of
<br />adequate replacement housing within a 25-mile radius of the park that is closing and the probable
<br />relocation costs of the manufactured homes located in the park.
<br />Cocktail room means a licensed operation, accessory to a permitted microdistillery use, where
<br />distilled spirits may be sold on-sale in accordance with state and local regulations.
<br />Commercial planned unit developments are typically uses that provide transient, short-term lodging
<br />spaces, rooms, or parcels and whose operations are essentially service oriented. For example,
<br />hotel/motel accommodations, resorts, recreational vehicle and camping parks, and other primarily
<br />service-oriented activities are commercial planned unit developments.
<br />Commercial recreation facility means a non-governmental facilitybuilding, structure or open space,
<br />operated by a profit or non-profit entity and open to the general public and used for sports activities
<br />of amusement. Such facilities may include batting cages, bowling alleys, cart tracks, golf domes,
<br />gymnasiums, ice rinks, jump centers, swimming pools, tennis courts, volleyball courts and other
<br />leisure uses.
<br />Commercial use means the principal use of land or buildings for the sale, lease, rental, or trade of
<br />products, goods, and services.
<br />Commercial wireless telecommunication service means licensed commercial wireless telecommunication
<br />services, including cellular services, personal communication services (PCS), specialized mobilized
<br />radio (SMR) services, enhanced specialized mobilized radio (ESMR) services, paging and similar
<br />services that are marketed to the general public.
<br />Commissioner, as used in article VI, divisions 12 and 13, of this chapter, means the commissioner
<br />of the state department of natural resources.
<br />Common gardens mean land used by residents of a development for the production of trees,
<br />vegetables, fruits and flowers.
<br />Community septic system means a sewage treatment system serving two or more dwelling units
<br />located outside the city's urban service district.
<br />Community service agriculture means horticulture and floriculture that serves the local area.
