Item I 6.14.

13065 Orono Parkway
Elk River, MN 55330

March 14, 2005
File: 824180]-0060

The Honorable Mayor and City Council
City of Elk River
13065 Orono Parkway
Elk River, MN 55330

RE: 2005 S1REET RECONSTRUCTION PROJECT

Dear Council Members:

In keeping with the schedule established in the feasibility study for the 2005 Street
Reconstruction Project, we are recommending that the City Council adopt the following
three resolutions at your meeting on March 21,2005. The first resolution approves the plans
and specifications and orders the advertisement for bids. As discussed at the public hearing,
it is our intention to bid the project in two separate contracts. The first contract would be
for the sanitary sewer lining and the remaining street reconstruction, storm sewer and
watermain work would be included in the second contract. Both of the bids would be
received on Tuesday, April 12, 2005 so that they will be available forthe assessment hearing.
The second resolution determines the cost to be assessed and orders the preparation of the
assessment roll. The amount proposed to be assessed is $6,000 per residential equivalent
unit. There are approximately 75 - 80 residential equivalent units contained within the
project area. The final resolution determines the date of the assessment hearing which is
scheduled for Monday, April 18, 2005.

As indicated during the public hearing, staff will coordinate a "walk through" with the final
set of plans through the affected neighborhoods prior to the assessment hearings. This will
be in an effort to answer any specific questions residents may have concerning their
particular parcel of property.

If you have any questions about any of these issues, please call.

Sincerely,

Terry J. urer, PE
City Engineer

Phone: 763.635.1000
Fax: 763.635.1090
S:\EngineerImprovProj\2005 Improvement Projects\Pavement Rehab 2005\03 21 05 cc memo.doc
www.cLelk-river.mn.us
