<br /> <br /> Page 21 <br />Outpatient health care facility means a facility where a patient receives medical, dental, and/or <br />optical treatment without being admitted. <br /> <br />Owner, as used in article V of this chapter, means an individual or legal entity having sufficient <br />legal interest in the land sought to be subdivided to commence and maintain proceedings to <br />subdivide the land under article V of this chapter. <br />Owner, as used in article III of this chapter, means any person who, alone, jointly, or severally <br />with others, shall be in actual possession of, or have charge, care, or control of, any dwelling, <br />dwelling unit, or rooming unit within the city as owner, employee, or agent of the owner, or as <br />trustee or guardian of the estate or person of the title holder. Any person representing the actual <br />owner shall be bound to comply with the provisions of article III of this chapter to the same extent <br />as the owner. <br />Parapet means the extension of a false front or wall above a roofline. <br />Parapet panel means the area from the head of the uppermost windows to the bottom of the <br />articulated cornice. <br />Park owner means the owner of a manufactured home park and any person acting on behalf of <br />the owner in the operation or management of a park. <br />Parking, overflow event means temporary parking for a single event, on any surface, in non- <br />designated parking areas that does not exceed 50 percent of the required parking for a business. <br />Parking lot means a site or structure, attached or detached, devoted to the off-street parking of <br />motor vehicles, including parking spaces, aisles, access drives, and landscaped areas, and providing <br />vehicular access to a public street. <br /> <br />Parks shall mean public or private land dedicated or designated for passive or active recreational <br />uses including, but not limited to, dedicated city, county, or state parks and open space, private <br />parks, and county fairgrounds. <br />Pawnbroker. <br />(1) Except as provided in subsection (2) of this definition, the term "pawnbroker" means a <br />person engaged in whole or in part in the business of lending money on the security of <br />pledged goods left in pawn, or in the business of purchasing tangible personal property to <br />be left in pawn on the condition that it may be redeemed or repurchased by the seller for a <br />fixed price within a fixed period of time. <br />(2) The following are exempt from the definition of "pawnbroker": any bank regulated by the <br />state, the comptroller of the currency of the United States, the Federal Deposit Insurance <br />Corporation, the board of governors of the Federal Reserve System, or any other federal or <br />state authority and their affiliates; any bank or savings association whose deposits or <br />accounts are eligible for insurance by the Federal Deposit Insurance Corporation or any <br />successor to it and all affiliates of those banks and savings associations; any state or <br />federally chartered credit union; and any industrial loan and thrift company or regulated <br />lender subject to licensing and regulation by the state department of commerce. <br />Pawnshop means the location at which or premises in which a pawnbroker regularly conducts <br />business.
