Page 21 Outpatient health care facility means a facility where a patient receives medical, dental, and/or optical treatment without being admitted. Owner, as used in article V of this chapter, means an individual or legal entity having sufficient legal interest in the land sought to be subdivided to commence and maintain proceedings to subdivide the land under article V of this chapter. Owner, as used in article III of this chapter, means any person who, alone, jointly, or severally with others, shall be in actual possession of, or have charge, care, or control of, any dwelling, dwelling unit, or rooming unit within the city as owner, employee, or agent of the owner, or as trustee or guardian of the estate or person of the title holder. Any person representing the actual owner shall be bound to comply with the provisions of article III of this chapter to the same extent as the owner. Parapet means the extension of a false front or wall above a roofline. Parapet panel means the area from the head of the uppermost windows to the bottom of the articulated cornice. Park owner means the owner of a manufactured home park and any person acting on behalf of the owner in the operation or management of a park. Parking, overflow event means temporary parking for a single event, on any surface, in non- designated parking areas that does not exceed 50 percent of the required parking for a business. Parking lot means a site or structure, attached or detached, devoted to the off-street parking of motor vehicles, including parking spaces, aisles, access drives, and landscaped areas, and providing vehicular access to a public street. Parks shall mean public or private land dedicated or designated for passive or active recreational uses including, but not limited to, dedicated city, county, or state parks and open space, private parks, and county fairgrounds. Pawnbroker. (1) Except as provided in subsection (2) of this definition, the term "pawnbroker" means a person engaged in whole or in part in the business of lending money on the security of pledged goods left in pawn, or in the business of purchasing tangible personal property to be left in pawn on the condition that it may be redeemed or repurchased by the seller for a fixed price within a fixed period of time. (2) The following are exempt from the definition of "pawnbroker": any bank regulated by the state, the comptroller of the currency of the United States, the Federal Deposit Insurance Corporation, the board of governors of the Federal Reserve System, or any other federal or state authority and their affiliates; any bank or savings association whose deposits or accounts are eligible for insurance by the Federal Deposit Insurance Corporation or any successor to it and all affiliates of those banks and savings associations; any state or federally chartered credit union; and any industrial loan and thrift company or regulated lender subject to licensing and regulation by the state department of commerce.
