Meeting of the Houlton Farm Planning Committee <br />Held at the City of Elk River <br />Monday, December 21, 2015 <br />Members Present: Chairman Stewart Wilson; Dave Anderson, Dylan Church, Michael <br />Hecker, Kristin Mroz, Councilman Jerry Olsen <br />Members Absent: Sue Seeger, Michael Schroeder <br />Partner Agencies: Bob McGillivray, Trust for Public Land <br />Tom Lewanski, Friends of the Mississippi River <br />Alex Roth, Friends of the Mississippi River <br />Staff Present: Tim Sevcik, Park Superintendent <br />Justin Femrite, City Engineer <br />Guests: John Kuester <br />2. <br />3. <br />4. <br />Call Meeting to Order <br />Chairman Wilson called the meeting to order at 4:00 p.m. <br />Consider 12/21 / l 5 Agenda <br />The agenda was accepted as submitted. <br />Consider 10/25/2015 Minutes <br />The minutes were accepted as submitted. <br />Discussion Items <br />4.1 Friends of the Mississippi River (FMR) Update <br />Mr. Roth used a PowerPoint to present the Natural Resource Management Plan for <br />the Houlton property. The plan is based on a field survey, walking the property, <br />vegetation surveys and historical data. The restoration plan focuses of the following <br />units: <br />1) Floodplain forest: Some areas are in good shape with a variety of size, class and <br />species; some areas are in rough shape due to invasive species. Funding for this <br />area will concentrate mostly on invasive species removal (Buckthorne, Japanese <br />Barberry, etc.) This is priority number one. <br />2) Conversion of agricultural field into prairie and savannah: Right now there are <br />pockets of existing savannah that give an idea of how it looked historically, <br />
