Parks&Recreation Commission Minutes Page 3 <br /> • November 8,2017 <br /> 6.1 Great Northern Trail —Watson Street Parking <br /> Mr. Hecker presented his staff report. <br /> Chair Anderson asked if there were any issues from the police department. <br /> Mr. Hecker said no incidents of crime from the police department <br /> Commissioner Niziolek recommended to park on East side of road with a parking time <br /> frame with no parking on West side. <br /> Mr. Hecker stated that the Police do not prefer to have a time frame due to the difficulty <br /> to monitor that. <br /> Chair Anderson stated that there is no other solution in this area and to keep parking on <br /> the street. <br /> Mr. Hecker asked the commission if they want a parking lot. <br /> Commission members agreed to no parking lot in this location. <br /> 6.2 William H. Houlton Conservation Area Accommodations <br /> Mr. Hecker presented his staff report. City Council directed staff to put an ADA <br /> • compliant portable toilet in WHHCA and Hillside and will assist with the difference in <br /> budgeting. <br /> Chair Anderson asked if toilets will be out of the parking lots. <br /> Mr. Sevcik shared that staff has been working through the park system all summer and <br /> there are 5 parks left to add curb cuts to move toilets out of lots. <br /> 7. Parks and Recreation Director Update <br /> Mr. Hecker presented his staff report. Adding that staff met with the Elk River Lions Club <br /> and their concern was losing their meeting space beginning in April.Also sharing that the <br /> council met on Monday night with staff from the YMCA and they are interested in <br /> providing space to move the Activity Center there. <br /> Commissioner Niziolek stated that it is imperative that Lions Park Drive road be upgraded <br /> if the softball fields are moved over to Lions Park. <br /> Chair Anderson asked why the high bay room in Lions Park Center is being torn down. <br /> Mr. Hecker stated that it has had the most issues with moisture and not completed <br /> correctly to meet the needs of having rentals. <br /> P U IAR E 1 1 1 <br />
