The intersection will operate acceptably if an interchange is <br />constructed. <br />County Road 13 Twin Lakes Road /Count Road 40 Davis Street Intersection <br />This intersection is currently a "y -intersection" as shown in Figure 3. This is <br />currently acceptable because there is little traffic on County Road 40. It is <br />recommended that County Road 40 be reconfigured to tee into County Road 13 <br />at a 90 degree angle for safety purposes. <br />County Road 12 Main Street /Count Road 40 Cleveland Street Intersection <br />This intersection will operate at an acceptable Level of Service in 2024 with the <br />existing configuration. However, the increase in traffic with build -out of the <br />development combined with the 55 -mph speed limit will present a safety hazard. <br />An eastbound bypass lane should be built to County standards at the <br />intersection. <br />County Road 12 Main Street east of County Road 13 Line Avenue)` <br />No improvements to the roadway are currently necessary, but this roadway V <br />should be monitored over the next twenty years for possible improvement. It should be paved as a two-lane rural roadway. <br />6. Conclusions and Recommendations <br />Orrin Thompson Homes is proposing to build a residential development on the <br />Miske Property located south of County Road 13 (Twin Lakes Road) and west of <br />County Road 40 (Davis Street) in Elk River, MN. The site is currently occupied <br />by one farmstead. The proposed development will include 547 single family <br />homes and 174 townhomes. This report addresses the traffic impact of the <br />proposed development on the area roadway network. <br />Based on the above traffic analysis, following are our recommendations: <br />• TH 169/County Road 12 (Main Street) Intersection: Upgrade the intersection <br />to an interchange per Mn/DOT's April 2002 Highway 101/169 Corridor Plan. <br />The intersection will be over capacity with or without this development in <br />2011.
