I lousing and Redevelopment Minutes <br />December 1, 2017 <br />Open Forum <br />No one appeared for Open Forum. <br />6. Public Hearings <br />There were no public hearings. <br />7.1 Administrative Agreement Renewal for CMHP <br />Ms. Eddy presented the staff report. <br />Page 2 <br />Motion by Commissioner Chuba and seconded by Commissioner Kuester to approve <br />the HRA Rehab Owner -Occupied Housing Rehabilitation Program Administrative <br />Agreement with Central Minnesota Housing Partnership (CMHP) as outlined in the <br />staff report. <br />Motion carried 3-0. <br />7.2 Resolution — Interfund Loan Agreement <br />Ms. Othoudt presented the staff report. <br />Motion by Commissioner Chuba and seconded by Commissioner Koester to approve <br />Resolution 17-05 authorizing an interfund loan for advance of certain costs in <br />connection with a tax increment financing district as outlined in the staff report. <br />Motion carried 3-0. <br />The HRA recessed at 5:41 p.m. in order to go into work session. The HRA reconvened at 5:44 p.m. <br />8.1 Proposed TH 10 and Main Street Request for Proposals (RFP) <br />Ms. Othoudt presented the staff report. <br />It was the consensus of the HRA to modify the RFP to allow for a broader request for <br />proposals that would allow for various types of development, <br />It was the consensus of the HRA to modify the draft request for proposals (RFP) to allow <br />other kinds of developments, noting the HRA prefers a proposal that focuses on market rate <br />housing with a retail component and parking, but remains open to entertaining other <br />creative development proposals. Ms. Othoudt indicated she will bring it back to the council <br />for their consideration. <br />Ms. Othoudt indicated the annual HRA meeting would be held in February. <br />
