Planning Commission Page 3 <br />November 28, 2017 <br />Commissioner Larson -Vito asked about the long term plans for the creation of <br />another cul-de-sac and any concerns that may create. <br />Mr. Carlton stated staff has been working with Sherburne County and MnDOT to <br />review and improve the intersection performance at Proctor Avenue and Highway <br />10. He stated in order to add the right tum lane along southbound Proctor Ave, a <br />cul-de-sac would have to be construct at the end of 6s' Street. Full access for the <br />parcels along 6' street will be maintained, but access will only come from Quinn <br />Avenue to the west. <br />Commissioner Rydberg asked about the creation of a new street and the effect on <br />the properties to the south and wondered if there were aesthetic problems being <br />generated. <br />Mr. Carlton stated that hadn't been discussed but the area is zoned commercial and <br />is guided for long-term commercial uses. He indicated construction of the truck <br />storage would take place late 2018 and county construction of a dedicated right tum <br />lane would take place around 2020. <br />Commissioner Thiel stated he felt the street would be minimally used due to it being <br />guided for more commercial use. <br />Moved by Commissioner Larson -Vito and seconded by Commissioner <br />Feinstein to recommend approval of the Preliminary Plat of New Resources <br />Addition as outlined in the staff report with the addition of the following <br />condition: <br />Execution of a development/land swap agreement between the City of <br />Elk River and New Resources, LLC outlining timing and <br />responsibilities of the land exchange, to the satisfaction of both <br />parties. <br />Motion carried 5-0. <br />Moved by Commissioner Larson -Vito and seconded by Commissioner Thiel <br />to approve the Conditional Use Permit for a truck storage, maintenance, and <br />repair facility, with the following conditions: <br />1. The authorized Conditional Use Permit will not be recorded until the <br />associated Zone Change and Plat have been recorded. <br />2. Building permits for the described work will not be issued until the <br />Conditional Use Permit is recorded. <br />3. If the proposed work described in the application and Conditional Use <br />Permit has not been substantially completed within two years after the <br />Conditional Use Permits date of issuance, the permit shall expire and <br />become void. <br />E <br />IEAAZURE <br />
