6.1 Staff Updates <br /> Mr.Adams highlighted the point from his staff report in reference to the Midwest Municipal <br /> Transmission Group(MMTG). He shared that through the group,ERMU secured the right to own <br /> transmission and receive a guaranteed rate of return on equity with a 50%hypothetical equity ratio. <br /> ERMU currently receives$125,000 annually from our investments in transmission. Mr.Adams <br /> stated that ERMU's 2018 MMTG annual dues will be$6,500. He also touched on the zonal funds <br /> that are made available to us for transmission or MISO related litigation/regulatory costs should we <br /> need them. There was discussion. <br /> Ms. Slominski had nothing additional to add to her staff report.Chair Dietz inquired as to when the <br /> health insurance open enrollment meetings were taking place. Ms. Slominski shared that they were <br /> being held tomorrow,November 15,2017. <br /> In Mr.Fuchs staff report,he indicated that the electric department had finished up their portion of <br /> work associated with Miske Meadows 3rd Addition. Mr.Fuchs provided an update on where things <br /> were at with this particular development and how things were progressing forward with Miske <br /> Meadows 4th Addition. Chair Dietz had a question on when we would be acquiring Connexus <br /> Areas 5&6. Staff responded that although it hasn't been officially noticed yet,it will most likely be <br /> a similar timeframe as the previous ones which occurred around the third week in September. <br /> Mr. Tietz had nothing additional to add to his staff report. Chair Dietz had a few questions on how <br /> things were going with locates. Staff responded. <br /> Mr.Volk informed the Commission that in an effort to protect the fire hydrants from excessive <br /> corrosion caused by road salt,the water operators have been placing protective red bags over some <br /> of the fire hydrants located throughout Elk River. <br /> Based on a request from a lake home owner regarding the Lake Orono drawdown that took place on <br /> Wednesday,October 4 as part of the annual dam maintenance and inspection,Mr.Volk spoke to <br /> that request.The property owner had asked if the city and utilities would consider performing the <br /> annual drawdown over the weekend versus a weekday to allow the homeowners with lakeshore <br /> property the opportunity to perform any necessary maintenance or lakeshore improvements.Mr. <br /> Volk explained that after discussion with the city's Stormwater Coordinator,the Sherburne Soil& <br /> Water Conservation District,and the Minnesota Department of Natural Resources(DNR), <br /> consensus was the purpose of the annual drawdown is for maintenance purposes only and the <br /> required inspection.Mr.Volk stated that the city's Stormwater and Environmental Coordinator had <br /> reached out to the person that had made the request and would also be contacting the Lake Owners <br /> Association in regards to this matter. <br /> Mr. Sagstetter provided an update on the installation of the DC Fast Charger at the new gas station <br /> being installed at Coborn's off of Highway 169 in Elk River.Mr. Sagstetter provided some insight <br /> on the decision to move forward with the installation at this location and also explained that in <br /> moving forward ERMU will be focusing on incentivizing businesses to install their own chargers. <br /> Page 5 <br /> Regular Meeting of the Elk River Municipal Utilities Commission <br /> November 14,2017 <br />
