He further <br />indicated that the net tax levy for the City of Elk River is increasing <br />by less than 2%. Pat Klaers reviewed the 1993 proposed source of funds <br />and expenditures for the City budget. <br /> <br />Mayor Tralle opened the public hearing. <br /> <br />Cecilia Scheel, 10271 215th Avenue NW, questioned whether the <br />are part of the Minnesota pool for their retirement funds. The <br />Director indicated that they were part of the Minnesota pool. <br /> <br />fireman <br />Finance <br /> <br />Hank Duitsman, 12354 Ridgewood Drive, discussed <br />increase for the employees. He indicated this <br />like to discuss in the future as he believes that <br />the board increase to all employees is unfair. <br /> <br />the proposed 3% pay <br />was something he would <br />a straight 3% across <br /> <br />Councilmember Holmgren stated he would like a City Council worksession <br />to review the comparable worth law. <br /> <br />Wolf-Dieter Pointer, 11275 190th Avenue NW, indicated that his taxes <br />increased 8.5%. Councilmember Holmgren indicated that the main reason <br />for the increase was the increased valuation of his land. <br /> <br />Zachariah Fox, 13812 Riverview Drive, indicated his valuation increased <br />5% or $4,000. Councilmember Holmgren indicated that there was a 5% <br />increase on all lots in the area based on sales ratios. Mr. Fox also <br />questioned the special tax levy. The City Administrator explained the <br />special tax levy (for the EDA and HRA) to Mr. Fox. <br /> <br />Councilmember Dietz suggested that the City move toward outright <br />purchasing of vehicles in placement of using equipment certificates. <br /> <br />There being no further comments from the public, Mayor Tral1e closed <br />the public hearing. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ADOPT RESOLUTION 92-121, <br />AUTHORIZING THE FINAL TAX LEVY FOR CALENDAR YEAR 1993. <br />SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />A RESOLUTION <br />COUNCILMEMBER <br /> <br />COUNCILMEMBER DIETZ MOVED TO APPROVE THE PROPOSED 1993 GENERAL <br />BUDGET AS PRESENTED. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. <br />MOTION CARRIED 4-0. <br /> <br />FUND <br />THE <br /> <br />4.1. Park Dedication Fee Resolution <br /> <br />Pat Klaers stated that as requested by Council on December 7, staff has <br />drafted a resolution which increases Park Dedication Fees $50 per year <br />for the next three years. <br /> <br />COUNCILMEMBER DIETZ MOVED TO ADOPT RESOLUTION 92-122, A RESOLUTION <br />AMENDING THE PARK DEDICATION FEE ON NEW SUBDIVISIONS AND MULTI-FAMILY <br />DWELLING UNITS. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE <br />MOTION CARRIED 4-0. <br />
