The intent of this subdivision is to prevent multiple vacation of seats at one time. She indicated that if the Council appoints three non-elected members, it would be possible that five terms would expire simultaneously in 1998. She stated that the purpose of subdivision 2 was to stagger the vacancies. Mayor Tralle stated that the appointment of EDA members is handled the same as the appointment of members of other boards and commissions of the City. He stated that a notice of vacancy is published and interested residents submit applications for a specific board or commission. In the case of the EDA, the current Council has no specific appointments in mind, but rather, the Council is conducting a hearing and receiving input from citizens. Appointments would be made at a later date. He indicated that this is not a political issue and stated that the number of non-elected EDA Commissioners should be phased-in. Councilmember Kropuenske concurred and indicated that it would be best to phase-in the non-elected EDA members. Hank Duitsman, 12354 Ridgewood Drive, stated that he is very interested in the EDA and desires to serve on the Board. He indicated it would be best to consider this issue at another date. Jeff Gongoll, 13900 Riverview Drive, stated that in order for the EDA to be an effective organization, it must obtain input from the community. He stated the EDA welcomes involvement from the incoming Council, but that it is prudent for the EDA to compliment itself with more non-elected officials. He stated he would like to see more citizen involvement and recommended that the Council work toward adding three new non-elected members to the EDA at some point in time. Paul Bell, 18270 Fresno, indicated that he would like the Council to be more involved as the EDA because the Council has more accountability to the public. He further stated he felt it would be best to consider this action at a later date. Councilmember Schuldt stated he would like to see the EDA decrease the number of Council representatives to two members. He stated that this would eliminate the perception of one body rubber stamping a recommendation from another body. He indicated that diversity of membership of the EDA is important. Councilmember EDA for one Councilmembers Dietz stated that he would like to see no change in the year in order to allow the three new incoming to receive experience in serving on the EDA. Councilmember Holmgren stated that he felt the decision should be delayed regarding the appointing of non-elected EDA officials until the new Council takes office. Councilmember Holmgren further requested that incoming EDA commissioners spend time during the next month with current EDA members and staff to become familiar with EDA activities.
