Cecilia Scheel also stated that the Council should take <br />no action on this item at this time due to Statute 469.095 (2c). The <br />intent of this subdivision is to prevent multiple vacation of seats at <br />one time. She indicated that if the Council appoints three non-elected <br />members, it would be possible that five terms would expire <br />simultaneously in 1998. She stated that the purpose of subdivision 2 <br />was to stagger the vacancies. <br /> <br />Mayor Tralle stated that the appointment of EDA members is handled the <br />same as the appointment of members of other boards and commissions of <br />the City. He stated that a notice of vacancy is published and <br />interested residents submit applications for a specific board or <br />commission. In the case of the EDA, the current Council has no <br />specific appointments in mind, but rather, the Council is conducting a <br />hearing and receiving input from citizens. Appointments would be made <br />at a later date. He indicated that this is not a political issue and <br />stated that the number of non-elected EDA Commissioners should be <br />phased-in. Councilmember Kropuenske concurred and indicated that it <br />would be best to phase-in the non-elected EDA members. <br /> <br />Hank Duitsman, 12354 Ridgewood Drive, stated that he is very interested <br />in the EDA and desires to serve on the Board. He indicated it would be <br />best to consider this issue at another date. <br /> <br />Jeff Gongoll, 13900 Riverview Drive, stated that in order for the EDA <br />to be an effective organization, it must obtain input from the <br />community. He stated the EDA welcomes involvement from the incoming <br />Council, but that it is prudent for the EDA to compliment itself with <br />more non-elected officials. He stated he would like to see more <br />citizen involvement and recommended that the Council work toward adding <br />three new non-elected members to the EDA at some point in time. <br /> <br />Paul Bell, 18270 Fresno, indicated that he would like the Council to be <br />more involved as the EDA because the Council has more accountability to <br />the public. He further stated he felt it would be best to consider <br />this action at a later date. <br /> <br />Councilmember Schuldt stated he would like to see the EDA decrease the <br />number of Council representatives to two members. He stated that this <br />would eliminate the perception of one body rubber stamping a <br />recommendation from another body. He indicated that diversity of <br />membership of the EDA is important. <br /> <br />Councilmember <br />EDA for one <br />Councilmembers <br /> <br />Dietz stated that he would like to see no change in the <br />year in order to allow the three new incoming <br />to receive experience in serving on the EDA. <br /> <br />Councilmember Holmgren stated that he felt the decision should be <br />delayed regarding the appointing of non-elected EDA officials until the <br />new Council takes office. Councilmember Holmgren further requested <br />that incoming EDA commissioners spend time during the next month with <br />current EDA members and staff to become familiar with EDA activities. <br />
