<br />. <br /> <br />. <br /> <br />. <br /> <br />Elk River City Council Minutes <br />May 18, 1992 <br /> <br />Page 5 <br /> <br />Steve Rohlf, Building and Zoning Administrator, indicated that the <br />applicants, Jeff Lamm and Karen Dehrer, are requesting to subdivide a <br />90.71 acre parcel into two parcels. He explained that the request is <br />to split off a 4.36 acre parcel which contains an existing house. <br /> <br />Vice Mayor Holmgren opened the public hearing. There being no one for <br />or against the matter, Vice Mayor Holmgren closed the public hearing. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO APPROVE THE ADMINISTRATIVE SUBDIVISION <br />REQUESTED BY JEFF LAMM AND KAREN DEHRER TO SUBDIVIDE A 90.71 ACRE <br />PARCEL INTO TWO PARCELS WITH THE FOLLOWING CONDITIONS: <br /> <br />1. THAT THE APPLICANT PROVIDE THE CITY WITH THE LEGAL DESCRIPTION FOR <br />THE RESIDUAL PARCEL (86.35 ACRES). <br /> <br />2. THAT THE PERMITS ARE OBTAINED FROM THE COUNTY FOR DRIVEWAYS OFF OF <br />COUNTY ROAD 1. <br /> <br />COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />6.3. Consider Zone Change/Wapiti Park/R-1b to C-3/Public Hearing <br /> <br />Steve Rohlf explained that Lorraine White of Wapiti Park Campground is <br />requesting to rezone some property from R-1b/Single Family Residential <br />to C-3/Highway Commercial. Steve Rohlf further stated that the <br />Planning Commission reviewed this issue and recommended denial of the <br />zone change request. He stated that Mrs. White has now requested to <br />delay this item until June. <br /> <br />Vice Mayor Holmgren opened the public hearing. <br /> <br />Mike Klemz, 1854 Troy Street, informed the Council that he had sent a <br />letter to the Council requesting that the Council deny the zone change <br />to C-3/Highway Commercial. He stated that the City's long range plan <br />for the area is to phase out existing commercial property in that area. <br /> <br />Steve Rohlf <br />Campground <br />conditional <br />attention <br />conditional <br /> <br />explained that the property directly <br />is zoned industrial and operates <br />use permit. She <br />indicated that Mrs. White has not been able to sell her property due to <br />the blight of the junkyard. <br /> <br />The Council discussed possible action to require the junkyard to come <br />into compliance with the terms of the conditional use permit. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO INSTRUCT THE BUILDING AND ZONING <br />DEPARTMENT TO ISSUE DIRECTION TO THE JUNKYARD TO COME INTO COMPLIANCE <br />BY INSTALLING AN OPAQUE FENCE WITHIN 60 DAYS. COUNCILMEMBER SCHULDT <br />SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br />
