For ease of billing purposes it is proposed to have <br /> the sanitary sewer user fee take effect January 1 versus April 1. <br /> Sign/Zoning Permits (Page 7) <br /> The city currently has a$30 fee and a$100 escrow for temporary signs. The fee covers permit <br /> administration and the escrow is refunded when the sign is removed—provided the sign was placed <br /> according to the approved permit. Staff has increased regular inspections of temporary sign placement <br /> and compliance,which has increased staff time and reduced non-compliance and recommends a fee <br /> increase to $50 to cover the increased staff time and escrow elimination. This reduces the initial out-of- <br /> pocket applicant expense and streamlines the process. <br /> Site Plan Review Application (Page 7) <br /> The change reduces the initial out-of-pocket expense for applications that typically do not use more than <br /> $500 of the required $1,000 escrow.
