<br />. <br /> <br />. <br /> <br />. <br /> <br />Elk River City Council Minutes <br />June 1, 1992 <br /> <br />Page 6 <br /> <br />Councilmember Holmgren indicated that the City has requested <br />administration costs for the clean up day and salaries at a one and <br />one-half rate. He suggested that it was possible that the reason the <br />City did not receive a large amount of grant money was because they pay <br />the City employees to work at the clean up day. The City Administrator <br />informed Councilmember Holmgren that City administration costs and <br />employee wages were allowable under the formula presented by the <br />County. Additionally, injuries to volunteers was a factor in the <br />decision to use City employees. <br /> <br />The City Council recessed at 8:10 p.m. and reconvened at 8:20 p.m. <br /> <br />8. City Administrator Update <br /> <br />8.1. Assessment Deferrals <br /> <br />The City Administrator indicated that the City has received a request <br />to extend the time limitation on senior citizen assessment deferrals. <br />The current City Ordinance has a ten year time limitation on the <br />deferrals and staff is recommending that the City stay with the ten <br />year time frame but allow an extension of the assessment deferral if <br />conditions have not changed. <br /> <br />It was the consensus of the City Council to authorize City staff to <br />draft an ordinance amendment to this affect. <br /> <br />8.2. Street/Park Summer Employees <br /> <br />The City Administrator stated that the Street Superintendent is <br />requesting Council permission to hire Amy Borst and Christopher <br />Leeseburg. He stated that Phil Hals is requesting to increase Amy's <br />last year's salary by $.35 per hour and to increase Chris' last year's <br />salary by $.50 per hour. Councilmember Schuldt stated that he felt the <br />increase for both salaries was a higher percentage than the full time <br />City employees received and stated he would not be in favor of that <br />high of an increase. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO AUTHORIZE THE HIRING <br />$6.60 PER HOUR AND CHRISTOPHER LEESEBURG AT $6.00 PER <br />TRALLE SECONDED THE MOTION. THE MOTION FAILED 2-3. <br />Holmgren, Schuldt and Dietz opposed. <br /> <br />OF AMY BORST AT <br />HOUR. MAYOR <br />Councilmembers <br /> <br />COUNCILMEMBER <br />CHRISTOPHER <br />COUNCILMEMBER <br />Councilmember <br /> <br />SCHULDT MOVED TO HIRE AMY <br />LEESEBURG AT $5.70 <br />HOLMGREN SECONDED THE <br />Kropuenske opposed. <br /> <br />$6.50 PER HOUR AND <br />STARTING IMMEDIATELY. <br />MOTION CARRIED 4-1. <br /> <br />BORST AT <br />PER HOUR <br />MOTION. THE <br /> <br />8.3. Waco Street Bridge <br /> <br />The City Administrator indicated that the Waco Street Bridge project is <br />in the City's Capital Improvement Program. He indicated that the <br />project may be financially unfeasible at this time. He indicated that <br />this item should be discussed again by the Council at a later date. <br />
