Call Meeting To Order <br /> <br />Pursuant to due call and notice thereof, the meeting of the Elk River <br />City Council was called to order at 6:00 p.m. by Mayor Duitsman. <br /> <br />2. Consider 8/2/93 City Council Agenda <br /> <br />COUNCILMEMBER DIETZ MOVED TO APPROVE THE <br />COUNCILMEMBER FARBER SECONDED THE MOTION. <br /> <br />8/2/93 CITY COUNCIL AGENDA. <br />THE MOTION CARRIED 4-0. <br /> <br />3. <br /> <br />Consider 7/26/93 City Council Minutes <br /> <br />COUNCI LMEMBER FARBER MOVED TO APPROVE THE 7/26/93 CITY <br />MINUTES. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION <br />3~0-1. Councilmember Scheel abstained. <br /> <br />COUNCIL <br />CARRIED <br /> <br />The Council requested the audio tapes of the July 26, 1993, City <br />Council meeting to be retained; specifically, the comments of the <br />audience regarding Item 4.1., "Fire Relief Retirement Fund Contribution <br />Request". <br /> <br />4.1. Discussion with Park and Recreation Commission on Possible Changes to <br />Park and Recreation Commission Ordinance <br /> <br />Clair Olson, Park and Recreation Commissioner, stated that he did not <br />feel any changes in the ordinance were necessary. Mr. Olson explained <br />that according to the present ordinance, the City Council makes the <br />final decision on appointments to the Commission and that it did not <br />make any difference to him where a potential candidate lived, as long <br />as he was qualified. <br /> <br />Mayor Duitsman stated that he preferred that the ordinance not be <br />changed. He felt that the City Council should not be restricted to <br />appointing only Elk River residents, but should be able to select the <br />most qualified applicant who will do the best job. <br /> <br />Councilmember Scheel stated that she <br />approximately 20 other cities regarding <br /> <br />had spent two days contacting <br />appointments of non-residents <br />
