Call Meeting To Order <br /> <br />Pursuant to due call and notice thereof, the meeting of the Elk River <br />City Council was called to order at 6:00 p.m. by Mayor Duitsman. <br /> <br />2. Consider 6/7/93 City Council Agenda <br /> <br />Items 6.8. and 6.9. were moved to Item 3.5. and Item 4.1. was moved to <br />follow the Engineering items. <br /> <br />COUNCILMEMBER SCHEEL MOVED TO APPROVE THE 6/7/93 CITY COUNCIL AGENDA AS <br />AMENDED. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION <br />CARRIED 4-0. <br /> <br />3. <br /> <br />Consider 5/25/93 City Council Minutes <br /> <br />COUNCILMEMBER DIETZ MOVED TO APPROVE THE 5/25/93 CITY COUNCIL MINUTES. <br />COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />Councilmember Farber arrived at this time. <br /> <br />3.5. (Item 6.8.)Ordinance Amendment Pertaining to Sauna and Massage <br />Establishments Section 704 of the City Code <br /> <br />The City Clerk stated that the City is proposing to amend Section 704, <br />pertaining to Sauna and Massage Establishments. She stated that the <br />City has received several requests for operation of therapeutic massage <br />establishments. She indicated that the purpose of the newly proposed <br />ordinance is to prohibit massage businesses and services to the public <br />except those licensed as therapeutic massage enterprises and therapists. <br /> <br />Councilmember Scheel stated that she was offended by parts of the <br />ordinance as she felt the ordinance discriminated against the massage <br />profession. Councilmember Scheel introduced Sister Rosalind Gefre and <br />Jacqueline Schaper who both operate a professional massage center and a <br />school of professional massage. Sister Rosalind indicated that it was <br />important that the City's ordinance distinguish between adult massage <br />and therapeutic massage as adult massage is the same as prostitution. <br />
