<br />. <br /> <br />. <br /> <br />. <br /> <br />City Council Minutes <br />May 17, 1993 <br /> <br />Page 4 <br /> <br />to hook up to utilities as this public hearing is for street and storm <br /> <br />sewer only. <br /> <br />Craig Weber, 18259 Fresno street, questioned when the plans were <br />started for the project. He indicated he has just recently purchased <br />his house and was not informed of these improvements at the time of <br />purchase. Terry Maurer explained that the feasibility study for the <br />project was done in early 1993. <br /> <br />Gwen smith, 18290 Fresno street, questioned when residents would be <br />required to hook up to water and sewer. Terry Maurer explained that <br />there is no definite answer as to when sewer and water will go in the <br />surrounding areas. He informed Ms. smith that the Council has never <br />forced sewer and water on a neighborhood just for the sake of putting <br />the utilities in. However, if problems arise with septic systems in <br />the area, or streets need to be rebuilt, these would be reasons for <br />bringing utilities to the surrounding areas. <br /> <br />There being no further comments, Mayor Duitsman closed the public <br />hearing. <br /> <br />Councilmember Dietz stated that the City should work with the <br />contractors and residents of the area and trying to coordinate the <br />project so that it does not start until the bridge is complete. <br /> <br />Terry Maurer indicated that several factors are involved including the <br />fact that the actual bridge completion date is July 1, and that the <br />City has made an agreement with Sherburne County that it will have the <br />construction work completed by July 1, so that everything is finished <br />prior to the County Fair. Terry Maurer indicated that the City should <br />contact the County and see if they can get an extension on the July 1, <br />date, and also stated that it is anticipated that the bridge will be <br />open prior to July 1. <br /> <br />COUNCILMEMBER DIETZ MOVED TO NEGOTIATE WITH SHERBURNE COUNTY FOR AN <br />EXTENSION OF THE TIME PERIOD TO RESTORE THE RIGHT-OF-WAY TO ORONO <br />PARKWAY AND THAT CONSTRUCTION WITH THE FRESNO STREET PROJECT NOT BEGIN <br />UNTIL THE MAIN STREET BRIDGE IS OPEN. COUNCILMEMBER SCHEEL SECONDED <br />THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ADOPT RESOLUTION 93-20, A RESOLUTION <br />ORDERING THE IMPROVEMENT AND PREPARATION OF PLANS AND SPECIFICATIONS IN <br />THE MATTER OF THE FRESNO STREET AND STORM DRAINAGE IMPROVEMENT OF <br />1993. COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED <br />5-0. <br /> <br />6.2. Consider Bids for Heritage Landing <br /> <br />Terry Maurer indicated that thirteen bids were received for the <br />Heritage Landing Addition improvements and recommended that the Council <br />consider awarding the bid to the lowest bidder which was LaTour <br />Construction. <br />
