THE MOTION <br /> <br />The meeting of the Elk River City Council recessed at 8:20 p.m. <br /> <br />11. Reconvene Regular City Council Meeting <br /> <br />The regular City Council meeting reconvened at 9:10 p.m. <br /> <br />Peter Beck, <br />discussed the <br />of advising <br />open meeting. <br /> <br />City Attorney, indicated that the City Council previously <br />Planning applicants in Executive Session for the purpose <br />the Council as to why this issue would be discussed in an <br /> <br />7.4. Discussion of City Planner Applicants <br /> <br />The City Administrator indicated that the City received 44 applications <br />for the City Planner position. He indicated that the Planning <br />applicants have been reviewed according to a point ranking system. He <br />suggested interviewing a small number of applicants and invited the <br />Council and a Planning Commission member to attend these interviews. <br />He suggested that staff interview the top four applicants and bring <br />back the two top applicants for the City Council to interview. <br /> <br />Mayor Duitsman stated he felt City staff used different criteria in <br />ranking the applicants than what was expressed by the City Council. <br />The City Administrator indicated that he ranked them according to the <br />job description as approved by the majority of the Council. <br /> <br />It was the consensus of the City Council to interview the four <br />applicants suggested by the City Administrator and to allow a <br />Councilmember and Planning Commission Representative on the interview <br />board as nonparticipating members. The Council further requested Pat <br />Klaers to bring back the top two candidates for the City Council to <br />interview. <br /> <br />12.1Library Board Meeting Update <br /> <br />Councilmember Dietz indicated that Lori Johnson attended the last <br />Library Board meeting and reviewed funding options with the Board for <br />expansion of the Library. She indicated that there were several <br />different bond opportunities to fund the Library expansion and that she <br />will be visiting the Library Board to discuss this issue further. <br />Councilmember Deitz further indicated that it looks like the expansion <br />will be a possibility in the near future and that the Council can <br />expect a visit from the Library Board with a request for the expansion. <br /> <br />12.2 CIP Work Session <br /> <br />It was the consensus of the Council to postpone the ClP Work Session <br />until May 10. <br />
