<br />. <br /> <br />. <br /> <br />. <br /> <br />City Council Minutes <br />April 5, 1993 <br /> <br />Page 2 <br /> <br />Councilmember Holmgren stated he would rather go to a monthly billing <br />and further stated that he did not feel that the City should be doing <br />the garbage billing. <br /> <br />Councilmember Farber stated that he would rather see a monthly billing <br />because this is what the citizens are requesting. <br /> <br />Councilmember Dietz questioned why the cost for billing differs between <br />the City of Elk River and the Elk River utilities. Bill Birrenkott <br />explained to Councilmember Dietz that the major cost differences in <br />monthly versus bimonthly relate to start up costs and the fact that Elk <br />River utilities will be billing on a monthly basis. <br /> <br />Mayor Duitsman questioned how Gary Schmitz would use the excess time if <br />the garbage billing is handled by Utilities. The City Administrator <br />indicated that this would free up approximately two days a week of <br />Gary's time which would be applied to planning functions. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO BEGIN MONTHLY GARBAGE BILLING THROUGH <br />THE ELK RIVER UTILITIES WITH ANY ADDITIONAL START UP COSTS TO BE PAID <br />BY EXCESS GARBAGE FUNDS, IF AVAILABLE, AND THAT THE TRANSFER OF THE <br />BILLING TAKE PLACE BY SEPTEMBER 1, 1993. COUNCILMEMBER DIETZ SECONDED <br />THE MOTION. THE MOTION CARRIED 4-1. Mayor Duitsman opposed. <br /> <br />Mayor Duitsman stated he is not in favor of monthly billing. <br /> <br />5.2. Resolution Awarding Sale of G.O. Refunding Bonds <br /> <br />David Drown of Springsted was present and stated that eleven bids were <br />received for the bonds. Dain Bosworth was the low bidder at an <br />interest rate of 3.8553%. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ADOPT RESOLUTION 93-14, A RESOLUTION <br />AWARDING THE SALE OF THE CITY'S GENERAL OBLIGATION REFUNDING BONDS <br />SERIES 1993A AND PROVIDING FOR THEIR ISSUANCE. COUNCILMEMBER DIETZ <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />5.3. ISTEA Grant Park Trail <br /> <br />The City Administrator reviewed the ISTEA Grant <br />drafted by Phil Hals, Street/Park Superintendent. <br />for improvements to the railroad trail from the <br />site to County Road 33. <br /> <br />proposal which was <br />The proposal calls <br />Community Education <br /> <br />Councilmember Scheel stated that she resents the fact that the City is <br />seeking the ISTEA Grant for the City's sole use, especially after the <br />City Council voted against assisting Sherburne county with the ISTEA <br />Grant for the preservation of the courthouse. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE ISTEA GRANT PROPOSAL <br />DRAFTED BY PHIL HALS, STREET/PARK SUPERINTENDENT.
