<br />. <br /> <br />. <br /> <br />. <br /> <br />EXECUTIVE SESSION OF THE ELK RIVER CITY COUNCIL <br />HELD AT THE ELK RIVER PUBLIC LIBRARY <br />MONDAY, MARCH 1, 1993 <br /> <br />MEMBERS PRESENT: <br /> <br />Mayor Duitsman, Councilmembers Scheel, Farber, Dietz, and <br />Holmgren <br /> <br />MEMBERS ABSENT: <br /> <br />None <br /> <br />STAFF PRESENT: <br /> <br />Pat Klaers, City Administrator; Sandra Thackeray, City <br />Clerk <br /> <br />1. Call Executive Session of City Council to Order <br /> <br />Pursuant to due call and notice thereof, the Executive Session of the <br />Elk River City Council was called to order at 6:00 p.m. by Mayor <br />Duitsman. <br /> <br />The Wage Incentive Program (WIP), which is being proposed in lieu of <br />the longevity benefit, was discussed by the Council. The City <br />Administrator noted that the WIP document that the Council is reviewing <br />should also include a requirement regarding employee weight control in <br />the physical fitness area and that the education incentive must be job <br />related. The issue of community involvement was discussed. The <br />Council discussed whether or not the officers should be allowed to <br />participate in community activities in their own community. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO OFFER THE WAGE INCENTIVE PROGRAM RATHER <br />THAN LONGEVITY WITH COMMUNITY SERVICE TO BE ALLOWED IN THE OFFICERS OWN <br />COMMUNITY. COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION <br />CARRIED 4-1. Councilmember Scheel opposed. <br /> <br />The Council discussed the health insurance issue and the fact that the <br />City employees cannot consider another type of plan unless it is <br />accepted by the Police Union. The Council directed the City <br />Administrator to try to negotiate with the Police Department <br />alternatives to the current insurance plan because the current plan is <br />too expensive. <br /> <br />The Council decided to select option one as submitted by the Police <br />Union on 10/12/92 with the WIP being offered instead of longevity. <br /> <br />It was the consensus to not have a City Council representative present <br />during Union negotiations. <br /> <br />COUNCI LMEMBER <br />CITY COUNCIL. <br />CARRIED 5-0. <br /> <br />HOLMGREN MOVED TO ADJOURN THE MEETING OF THE ELK RIVER <br />COUNCILMEMBER DIETZ SECONDED THE MOTION.
