<br />. <br /> <br />. <br /> <br />. <br /> <br />Capital Improvement Program Worksession <br />January 18, 1993 <br /> <br />Page 3 <br /> <br />Mayor Duitsman informed the Council that he had received letters from <br />people in favor of the shopping center (Elk Park Center) and requested <br />that they be distributed to all Councilmembers. <br /> <br />The Elk River Area Citizens League had contacted Mayor Duitsman <br />regarding attending their upcoming conference. Mayor Duitsman informed <br />the Council that he was unable to attend and requested that another <br />Counci1member attend in his absence. Counci1member Holmgren indicated <br />that he would attend the meeting. <br /> <br />Pat Klaers distributed a letter received from Rob VanValkenburg <br />requesting City Council support for the Farmers Market. The City <br />Council agreed that the item had been dealt with at a previous meeting <br />whereby the Council had supported the Farmers Market concept. <br /> <br />Pat K1aers indicated that National Conferences for department heads <br />were included in the 1993 budget, however, as in past practice, Council <br />approval would be requested prior to department heads attending a <br />conference. In that regard, he informed the Council that the Finance <br />Director's conference was scheduled for May and approval is needed to <br />allow for registration in January. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO APPROVE FINANCE DIRECTOR ATTENDANCE AT <br />THE NATIONAL CONFERENCE. COUNCILMEMBER FARBER SECONDED THE MOTION. <br />THE MOTION CARRIED 5-0. <br /> <br />Lori Johnson updated the City Council on a recent dental insurance <br />issue. She indicated that the City's current carrier, Delta Dental, <br />had increased its rates 25%. She further indicated that Group Health <br />had offered to cover the City at a substantial savings. The family <br />dental coverage would be approximately $10 less and the single coverage <br />would be approximately $3 less. She further indicated that if the City <br />purchased the Group Health Dental Plan, the City's health insurance <br />with Group Health would also decrease. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE CHANGE TO GROUP HEALTH <br />DENTAL INSURANCE RETROACTIVE TO JANUARY 1, 1993, CONTINGENT UPON UNION <br />APPROVAL. COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION <br />CARRIED 5-0. <br /> <br />Pat K1aers distributed a newsletter article which had been drafted by <br />Steve Rohlf, Building and Zoning Administrator, regarding the future <br />development of Elk Park Center East. The newsletter article is in <br />response to requests by citizens to make them aware of future projects. <br /> <br />Councilmember Scheel indicated she would like the City Council to have <br />a public hearing/meeting on the Elk Park Center development prior to <br />the developers meeting City requirements. There was discussion <br />regarding the need for this public hearing. The City Council agreed <br />
