<br />. <br /> <br />. <br /> <br />. <br /> <br />Elk River City Council Minutes <br />January 11, 1993 <br /> <br />Page 2 <br /> <br />Councilmember Holmgren informed the Council that a 728 Area-Wide <br />Recreation Board Meeting was held with all members attending. <br />Issues that were discussed pertained to a written evaluation of <br />the Area Recreation Coordinator and the salary of the Area-Wide <br />Recreation Coordinator. It was the consensus of the Board that <br />Jeff Asfahl is doing what is expected and it was also determined <br />that he would receive a 7% pay increase. Councilmember Holmgren <br />stated that a sub-committee of himself, Ron Black, and Charlie <br />Blesener has been formed to address future pay issues. <br /> <br />Councilmember Holmgren also indicated that the Board discussed <br />public relations and it was requested that the City Council allow <br />Jeff Asfahl to publish articles in the City's newsletter. It was <br />the consensus of the Council to authorize the publication of <br />articles by Jeff Asfahl in the City newsletter pertaining to the <br />Area-Wide Recreation Program. <br /> <br />5.2. Utilities Commission <br /> <br />Councilmember Holmgren suggested the reappointment of Jim Tralle <br />to the Utilities Commission so that new Councilmembers do not have <br />to make a decision regarding this matter at this time. By <br />reappointing Jim Tralle, the Council would have one year to <br />evaluate the need for a Council representative on the Commission <br />before the next term expires. <br /> <br />Councilmember Scheel noted that she would like to .see the <br />advertised for if there is not going to be a <br />representative appointed to the position. Councilmember <br />concurred with Councilmember Scheel. <br /> <br />position <br />Council <br />Farber <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO REAPPOINT JIM TRALLE TO THE ELK <br />RIVER UTILITIES COMMISSION FOR A THREE YEAR TERM EXPIRING DECEMBER <br />31, 1995. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION <br />CARRIED 3-1-1. Councilmember Scheel opposed. Mayor Duitsman <br />abstained. <br /> <br />5.3. City Administrator Updates <br /> <br />The City Administrator indicated that the Street Department is <br />requesting authorization to purchase a melter for the City's use <br />in crackfilling. He indicated that the Street Department is <br />requesting a joint purchase with the cities of Monticello and <br />Buffalo, and that the City's cost would be $5,663.35. This item <br />is in the 1993 Budget. <br /> <br />COUNCILMEMBER DIETZ MOVED TO AUTHORIZE <br />JOINTLY PURCHASE A MELTER WITH THE <br />BUFFALO, WITH ELK RIVER'S SHARE OF THE <br />COUNCILMEMBER HOLMGREN SECONDED THE <br />5-0. <br /> <br />THE STREET DEPARTMENT TO <br />CITIES OF MONTICELLO AND <br />PURCHASE BEING $5,663.35. <br />MOTION.
