Houlton (WHHCA) Conservation Area Cal Portner, City Administrator <br /> Requests Reviewed by <br /> Action Requested <br /> Discussion <br /> Background/Discussion <br /> At the October 17 Commission Meeting Open Forum,WHHCA Steward Michel Schroeder brought the <br /> following items for consideration at WHHCA: <br /> 1. Bike rack <br /> 2. A year-round portable restroom <br /> 3. Signage to solicit park volunteer participants <br /> 4. A 4-wheel ATV and a dump trailer. <br /> The Commission requested a follow up discussion for this meeting and staff stated the city has a new <br /> Park Steward Policy and will work with Mr. Schroeder regarding his requests. <br /> On November 1, staff met with Mr. Schroeder and FMR Ecologist Alex Roth to discuss the requests and <br /> future projects. Mr. Schroeder was informed how the Park Steward Policy ensures responsive <br /> collaboration with city staff for projects. <br /> Staff is working on creative ideas for a bike rack. A year-round portable restroom is not budgeted for <br /> 2018. In the meantime, the public can use the seasonal unit across the bridge provided by ERMU. Staff <br /> will be working on signage to solicit volunteers at WHHCA. Staff has worked out a schedule for the <br /> WHHCA volunteers to receive usage of an ATV. <br /> Financial Impact <br /> A year-round portable restroom unit is $2,500 and an ADA unit,which is required at the WHHCA site, <br /> costs $3,120 annually.
