Housing and Redevelopment Minutes Page 2 <br /> October 2,2017 <br /> 5. Open Forum <br /> No one appeared for Open Forum. <br /> 6. Public Hearings <br /> There were no public hearings. <br /> 7.1 Rehabilitation Loan Program Update <br /> Ms. Eddy provided an update on the Rehabilitation Loan Program as outlined in her staff <br /> report. She discussed current and completed projects. <br /> Motion by Commissioner Eder and seconded by Commissioner Ovall to approve the <br /> mortgage and repayment agreement for Daniel and Linda McClellan, 810 Jackson <br /> Avenue NW. Motion carried 4-0. <br /> 8. Announcements <br /> Ms. Othoudt noted that there was an article in the Star News regarding Die Concepts. <br /> Chair Toth asked if a tour has been scheduled. Ms. Othoudt state that Mr. Trapp has been <br /> very busy relocating the business and will be calling her when he has the time for tours. <br /> The HRA recessed at 5:36 p.m. in order to go in to work session.The HRA reconvened at <br /> 5:40 p.m. <br /> 9.1 TIF Policy <br /> Ms. Othoudt reviewed the draft Tax Increment Financing Policy. <br /> Discussion of the policy followed. Comments included the consistency of the 10 percent <br /> contribution with other policies, and taking out the "public purpose"language. <br /> Commissioner Ovall stated that he felt applicants should have a good idea whether or not <br /> their application met basic criteria before taking their money. Ms. Othoudt stated that <br /> applications would be vetted out before any fees were required. <br /> It was the consensus of the HRA to support the draft TIF policy. Ms. Othoudt stated that <br /> the TIF application will be brought to the EDA for consideration. <br /> 9.2 Downtown Visualization Document <br /> Ms. Othoudt discussed the HRA's desire to have an overall downtown vision including bike <br /> racks,pots, tree up lighting and new street light poles before allocating funds. <br />
