2018 Park Improvement Fund Descriptions <br />October 09, 2017 <br />PIF projects for 2018 <br />These projects were discussed and reviewed at a Parks and Recreation Commission work session on <br />September 13, 2017. <br />1. Deerfield Hill Park Playground Replacement $80,000 <br />Replacement of the playground structure at Deerfield Hill Park. This playground structure is one of the <br />oldest within the City of Elk River and is beyond its serviceable life making it difficult to obtain <br />replacement parts. The current playground is showing signs of wear on the painted surfaces and <br />composite components. A playground of similar size will be installed to provide a safe playing surface <br />for the neighborhood park. <br />2. Hillside Park Improvements $65,000 <br />Reconstruction of approximately 3.5 miles of mountain bike trail in section 2 of Hillside City Park. In <br />2017 the city reconstructed approximately 3.75 miles of mountain bike trail in section 3 of Hillside City <br />Park utilizing IMBA standards for sustainable trail construction. The work in section 2 will be a <br />continuation of the work accomplished in 2017. Staff will work with MORC to oversee the <br />implementation of trail construction to take place in the summer of 2018. <br />3. Houlton Restoration $10,000 <br />This is a required local contribution to the FMR for restoration grants to restore native prairie/oak savanna <br />to the agricultural fields. 168 acres of agricultural fields and adjacent grassland areas will be restored to a <br />mixed height mesic native prairie. <br />4. Woodland Trails Grant Match $25,000 <br />This is a grant match for a grant request submitted to the Greater Minnesota Regional Parks and Trails <br />Commission. In 2017 staff submitted a grant request in the amount of $362,000 to the GMRPTC for <br />Phase I development of Woodland Trails Regional Park. Projects included in this funding application <br />included construction of a children's nature play area, a medium size picnic shelter, trailhead <br />improvements and wayfinding signage, invasive species management, and upgrades to the biathlon range <br />to create a multipurpose archery and biathlon facility. <br />5. Dave Anderson Athletic Complex Scoreboards $40,000 <br />The scoreboards at the Dave Anderson Athletic Complex are beyond their serviceable life. These <br />scoreboards were installed in 1992 and replacement parts can no longer be found to maintain the <br />scoreboards. In 2017 it was identified that two scoreboards were no longer operational and could no <br />longer be repaired. The other two scoreboards, while operational, have several areas which are damaged <br />to include light sockets. Through this project, four new scoreboards will be purchased and installed on <br />the existing posts utilizing the existing electrical wiring. <br />6. Oak Knoll Athletic Complex Lights $125,000 <br />In 2017, the Elk River Youth Football and Lacrosse Associations requested the city to partner in the <br />purchase and installation of athletic field lights for Oak Knoll Field 4. With this project, three additional <br />light poles would be erected with four new lighting fixtures (one fixture would be installed on an existing <br />pole from field 3). In addition, a new scoreboard would be installed on field 4 to match the existing <br />scoreboard installed on field 3 in 2017. Funding for this project consists of $125,000 from the park <br />improvement fund with a commitment from each organization to split the purchase in equal 1/3 shares of <br />$41,667. Repayment from youth football and youth lacrosse will consist of a $12,000 down payment <br />from each organization in 2018 and five additional years of payments at $6,000 for each organization. <br />
