<br />City Council Minutes <br />August 15, 1994 <br /> <br />Page 5 <br /> <br />e <br /> <br />9.4. <br /> <br />Uodate on Planninq Commission Aoolicants <br /> <br />The City Clerk informed the Council that 3 applications have been received for <br />the vacancy on the Planning Commission created by Chris Carr. She indicated <br />that one of the applicants is not a resident of Elk River and it has been City policy <br />to appoint only city residents to the Planning Commission. Councilmember <br />Scheel indicated that the City has nonresidents on the Park and Recreation <br />Commission and felt that it should be consistent with this policy. She suggested <br />that the Council interview the nonresident applicant. <br /> <br />It was the consensus of the Council to interview the three applicants who have <br />applied for the vacancy on the Planning Commission on Monday, August 22, <br />1994. <br /> <br />The CounCil recessed at 6:50 p.m. and reconvened at 7:02 p.m. <br /> <br />Mayor Duitsman indicated that he would be out of town on August 22 and <br />requested that the issue of the trunk assessment fee be discussed by the Council <br />on August 29. <br /> <br />e <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO AMEND THE MOTION RELATING TO THE <br />TRUNK ASSESSMENT FEE IN THE NORTHEAST AREA OF THE CITY TO STATE THAT THE <br />ISSUE OF THE $464 DEFERRAL RATE BE REVIEWED BY STAFF AND REFERRED BACK TO <br />THE COUNCIL ON AUGUST 29. COUNCILMEMBER FARBER SECONDED THE MOTION. <br />THE MOTION CARRIED 5-0. <br /> <br />6. <br /> <br />Ooen Mike <br /> <br />Barbara Guidarelli of Sandpiper Estates addressed the Council regarding the <br />proposed assessment for sewer and water improvements to the Sandpiper <br />Estates. She indicated that she spoke on behalf of the residents of Sandpiper <br />Estates. Ms. Guidarelli spoke about the issue of misrepresentation by the City <br />regarding timing and cost of the improvements. She also spoke about the need <br />for sewer and water. She indicated that there is no need for these improvements <br />in their area. She stated that there is a need for the County and the City to <br />extend the services to the west and indicated that the residents of Sandpiper felt <br />that they are bearing the burden of the two governments.
