<br />City Council Minutes <br />August 1,1994 <br /> <br />Page 4 <br /> <br />e <br /> <br />--------------------------------- <br /> <br />COUNCILMEMBER HOLMGREN MOVED THAT THE TRUNK SEWER AND WATER <br />ASSESSMENT FEES BE BASED ON A PER ZONE OR SERVICE AREA, AND AUTHORIZED <br />STAFF TO BEGIN THE PROCESS OF DEVELOPING SERVICE DISTRICTS AND ASSOCIATED <br />FEES BEGINNING WITH THE NORTHEAST AREA OF THE CITY. COUNCILMEMBER <br />FARBER SECONDED THE MOTION. <br /> <br />Mayor Duitsman and Councilmember Dietz indicated that they support an <br />average rate for the entire city. <br /> <br />THE MOTION CARRIED 3-2. MAYOR DUITSMAN AND COUNCILMEMBER DIETZ VOTED <br />AGAINST THE MOTION. <br /> <br />Discussion was held regarding whether the new fee would be retroactive. <br />Council member Farber stated that the City is reviewing this fee at the request of <br />Rick Foster as it affected several of his developments. Peter Beck informed Rick <br />Foster that the projects he is currently involved in, and other Developer <br />Agreements now being drafted, will be put on hold until a new fee is developed. . <br />Terry Maurer indicated that this would be brought back to the Council on August <br />15,1994. <br /> <br />6. <br /> <br />Ooen Mike <br /> <br />e <br /> <br />Steve Stewart of 18290 Ogden St. NW stated that he is a resident of Sandpiper <br />Estates. He indicated that the assessment against his property will be about <br />$19,900 not including hook up costs. He indicated this is an unfair cost and a <br />burden to his family and a burden to many of the families in the area. He <br />indicated the residents' frustration with the situation. <br /> <br />Council member Holmgren indicated that the Sandpiper development is still <br />under consideration by the Council and that no final decision has been made <br />regarding the development. <br /> <br />7.1. Consider variance reauest by Jason Volkers - Case #V 94-07 <br /> <br />Steve Ach, City Planner indicated that Joson Volkers is requesting a variance to <br />exceed the maximum size of an accessory structure. He indicated that this item <br />has been tabled by the Council on two different occasions. <br /> <br />The City Planner reviewed the request. He indicated that the Planning <br />Commission recommended denial because no hardship could be found. Steve <br />Ach indicated that staff concurred with the Planning Commission's <br />recommendation. <br /> <br />Mayor Duitsman opened the public hearing. <br /> <br />Jason Volkers indicated that he is requesting an additional 6 feet than is allowed. <br />He indicated that without the variance he would be unable to store his motor <br />home and antique tractor. <br /> <br />e <br /> <br />There being no further comments from the public, Mayor Duitsman closed the <br />public hearing. <br />
