<br />Elk River City Council Meeting <br />November 21, 1994 <br /> <br />Page 9 <br /> <br />e <br /> <br />He indicated he is opposed to the preliminary plat and conditional use permit <br />request. <br /> <br />Penny Pearson, 1 9139 Dodge Street. indicated that there are many children in the <br />area, especially along Dodge Street. She further indicated that there is a park <br />along Dodge Street which is heavily utilized by children. She indicated that the <br />City should not create a park and then allow a commercial development and <br />traffic to flow through it. <br /> <br />Tim Christian indicated that a restaurant is not an appropriate use for a residential <br />neighborhood. He further stated that commercial development should not be <br />allowed in that area. Mr. Christian played a video tape which showed the <br />current amount of traffic in the area. <br /> <br />Brad Benson questioned whether the delivery truck traffic would be a concern on <br />Dodge Street. He further indicated he is opposed to a 24 hour restaurant in a <br />residential area. <br /> <br />Rick Krueser, 232 Elk Hills Drive, indicated his concern regarding the increased <br />traffic in the area. <br /> <br />There being no further comments for or against the matter. Mayor Duitsman <br />closed the public hearing. <br /> <br />e <br /> <br />Pat Klaers, City Administrator, indicated that he visited with Earl Hetrick, a resident <br />along Elk Hills Drive, and indicated to Mr. Hetrick that before any street <br />improvements take place, the residents along Elk Hills Drive would be notified. <br /> <br />Councilmember Scheel indicated her concern with the language in Item #3 to <br />ensure that the delivery vehicle traffic is addressed. <br /> <br />Council member Farber indicated his concern with children and traffic in the <br />area. He indicated that there may be a necessity for trails and sidewalks in that <br />area in order to safely move the people. <br /> <br />Council member Holmgren indicated that he felt there were other areas in the <br />City in which a 24 hour retail restaurant could be located. He indicated he is <br />opposed to a 24 hour restaurant in this area. <br /> <br />Mayor Duitsman indicated he was also opposed to a 24 hour operation in the <br />area. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE PRELIMINARY PLAT <br />CONSISTING OF FOUR COMMERCIAL LOTS REQUESTED BY ELK RIVER DEVELOPMENT, <br />INC., WITH THE FOLLOWING CONDITIONS: <br /> <br />1. A DEVELOPERS AGREEMENT BE PREPARED AND EXECUTED PRIOR TO RELEASE <br />OF FINAL PLAT FOR RECORDING. <br /> <br />2. <br /> <br />TERRY MAURER'S MEMO DATED AUGUST 18, 1994, BE INCORPORATED AS <br />PART OF THE APPROVAL FOR PRELIMINARY PLAT. <br /> <br />e <br />
