<br />e <br /> <br />MEETING OF THE ELK RIVER BOARD OF REVIEW <br />HELD AT THE SHERBURNE COUNTY ADMINISTRATION BUILDING <br />THURSDAY, APRIL 28, 1994 <br /> <br />Members Present: <br /> <br />Mayor Duitsman, Councilmembers Dietz and Farber <br /> <br />Members Absent: <br /> <br />Councilmember Scheel and Councilmember Holmgren <br />(Councilmember Holmgren's position as assessor for Sherburne <br />County prohibits him from participating on the Board of Review) <br /> <br />Staff Present: <br /> <br />Sandy Thackeray, City Clerk; Ty Bischoff. Assessor; John Cullen, <br />Residential Assessor; Jerry Kritzeck, Commercial Assessor <br /> <br />Pursuant to due call and notice thereof. the meeting of the Board of Review was called <br />to order at 6:00 p.m. by Mayor Duitsman. <br /> <br />Ty Bischoff explained the procedure of hearing each individual appeal. Each citizen is <br />heard by the Board of Review on an individual basis depending on the order of the sign- <br />in sheet. Mr. Bischoff also explained the purpose of the Board of Review. <br /> <br />e <br /> <br />1. <br /> <br />Opportunity Workshop - 75-429-0340 and 75-432-0242 <br /> <br />The City Clerk entered a letter dated January 7, 1994, into the minutes regarding <br />a misclassification by Gerry Biese, President of Opportunity Workshop. Ty Bischoff <br />indicated that the Board of Review had no authority to take action on the letter. <br /> <br />2. Timothy Wick - 75-522-0338 <br /> <br />Total Valuation $173,300; Land $25,900: Buildina $147,400 <br /> <br />Mr. Wick indicated that his valuation increased by $8.400 from 1993 to 1994. He <br />further stated that the surrounding homes were larger, more expensive and all <br />paying less property taxes than him. He further indicated that there is standing <br />water on his lot. <br /> <br />Assessor John Cullen indicated that there has been a change in the market value <br />during the past year which has increased the valuation of all property in Elk River <br />by 10 - 15%. <br /> <br />It was the consensus of the Council to lower the valuation by $1,800 to <br />compensate for the standing water in his yard. <br /> <br />COUNCILMEMBER DIETZ MOVED TO LOWER THE TOTAL PROPERTY VALUATION FOR <br />PARCEL 75-522-0338 TO $171,500.
