<br />City Council Minutes <br />April 21, 1994 <br /> <br />Page 3 <br /> <br />- <br /> <br />THE WWTP INTERIM UPGRADE OF 1994. COUNCILMEMBER DIETZ SECONDED THE <br />MOTION. THE MOTION CARRIED 4-0. <br /> <br />3. <br /> <br />Review of Country Crossinas Preliminary Plat <br /> <br />City Planner Steve Ach indicated that the developers of Country Ridge <br />Partnership have revised the Country Ridge Plat. The revisions were a result of <br />concerns expressed by the Council at the March 21, Council meeting regarding <br />design, density and impact to trees. Steve Ach indicated that the Park and <br />Recreation Commission and the Planning Commission have reviewed the <br />revisions and recommended approval of the revised plat. <br /> <br />Steve Ach reviewed the revisions which included reducing the number of lots in <br />the plat from 97 to 73, thus saving a majority of the trees on the north part of the <br />property by dedicating the seven acres as park land, and realigning the <br />roadway off of Orono Parkway to avoid as many trees as possible. <br /> <br />Steve Ach indicated that one other requirement which has been requested of <br />the development is the planting of one boulevard tree per lot. <br /> <br />Mayor Duitsman opened the public hearing. There being no one for or against <br />the matter, Mayor Duitsman closed the public hearing. <br /> <br />e <br /> <br />Steve Ach, City Planner, indicated that staff is recommending the addition of one <br />condition of the preliminary Rlat relating to the developer paying a fair share of <br />Orono Parkway extension. <br /> <br />City Administrator Pat Klaers mentioned the possibility of getting more land from <br />the County for Orono Parkway to save more trees. <br /> <br />COUNCILMEMBER FARBER MOVED TO APPROVE THE PRELIMINARY PLAT REQUEST BY <br />COUNTRY RIDGE PARTNERSHIP TO SUBDIVIDE APPROXIMATELY FORTY (40) ACRES <br />INTO SEVENTY-THREE (73) SINGLE FAMILY LOTS WITH THE FOLLOWING CONDITIONS: <br /> <br />1. A PLAN BE SUBMITTED TO THE CITY IDENTIFYING THE LOCATION OF ALL <br />MAILBOXES AND A DETAIL ILLUSTRATING THE UNIFORM MAILBOX DESIGN <br />THAT WILL BE USED THROUGHOUT THE PLAT. <br /> <br />2. THE DEVELOPER PROVIDE A LANDSCAPE PLAN TO THE CITY FOR APPROVAL <br />ILLUSTRATING BERMING AND LANDSCAPING ALONG JOPLIN STREET AND <br />COUNTY ROAD NO. 30. SAID PLAN SHOULD CONSIST OF CONIFER AND <br />SHRUBS WHICH HELP BUFFER AND PROVIDE AN AESTHETIC STREET SCAPE. <br /> <br />3. RESTRICTED ACCESS ALONG COUNTY ROAD NO. 30 SHALL BE MADE PART OF <br />THE PLAT. <br /> <br />4. <br /> <br />182 AVENUE AND HUDSON STREET OFF OF ORONO PARKWAY SHOULD BE <br />ADJUSTED TO LINE UP WITH THE SIDE PROPERTY LINE AND REAR PROPERTY <br />LINE, RESPECTIVELY, REDUCING THE IMPACT OF INCOMING CARS ON THOSE <br />RESIDENTIAL HOMES. <br /> <br />e <br />
