Elk River City Council Meeting June 27, 1994 Page 2 e 9. CHECK REGISTER - APPROVED COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 4-0. 5. Leqislative update by Representative Klinzina Representative Stephanie Klinzing updated the Council on legislative action taken in 1994. Representative Klinzing discussed the following issues: * Limited change in LGA Changes in property tax classifications Library funding Funding for Highway 101 TIF County ditches Potential funding for construction of ice arenas to address the gender equity issue Gifts and Ethics law * * * * * * * 7.6. Consider resolution providina for the issuance and sale of the City's $255,000 Obliaation General Tax Increment Bonds, Series 1994D e Finance Director, Lori Johnson, informed the Council that Edward D. Jones will purchase the $255,000 G.O. Tax Increment Bond at an interest rate of 5.7293%. She indicated that the bond will be used to finance the library expansion. COUNCILMEMBER DIETZ MOVED TO ADOPT RESOLUTION 94-69, A RESOLUTION PROVIDING FOR THE ISSUANCE AND SALE OF THE CITY'S $255,000 GENERAL OBLIGATION TAX INCREMENT BONDS, SERIES 1994D. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0. 7.8. Update on residential Sandpiper Estates meetina reaarding Western Area Phase II proiect City Engineer Terry Maurer updated the Council on the neighborhood information meeting that was held on June 22, 1994. He stated that the main topic of discussion at this meeting was the western extension of trunk utilities which will require the crossing of 183rd Avenue within Sandpiper Estates with trunk sewer and water. Terry Maurer explained that the main concerns expressed by the residents related to the timing of the improvement. the length of repayment of street. storm sewer and trunk and lateral sewer and water assessments, and the interest rate for the assessment. 7.9. Consider resolution callina for the Western Area Phase II Improvement Proiect public hearina for July 25, 1994 e COUNCILMEMBER SCHEEL MOVED TO ADOPT RESOLUTION 94-70, A RESOLUTION RE- ESTABLISHING THE PUBLIC HEARING DATE FOR THE IMPROVEMENT IN THE MATTER OF THE WESTERN AREA 2ND PHASE TRUNK SANITARY SEWER, WATER, STORM SEWER, AND STREET IMPROVEMENTS OF 1994. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0.
