THE MOTION CARRIED 4-0. <br /> <br />5. Leqislative update by Representative Klinzina <br /> <br />Representative Stephanie Klinzing updated the Council on legislative action <br />taken in 1994. Representative Klinzing discussed the following issues: <br /> <br />* <br /> <br />Limited change in LGA <br />Changes in property tax classifications <br />Library funding <br />Funding for Highway 101 <br />TIF <br />County ditches <br />Potential funding for construction of ice arenas to address the gender <br />equity issue <br />Gifts and Ethics law <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />7.6. <br /> <br />Consider resolution providina for the issuance and sale of the City's $255,000 <br />Obliaation General Tax Increment Bonds, Series 1994D <br /> <br />e <br /> <br />Finance Director, Lori Johnson, informed the Council that Edward D. Jones will <br />purchase the $255,000 G.O. Tax Increment Bond at an interest rate of 5.7293%. <br />She indicated that the bond will be used to finance the library expansion. <br /> <br />COUNCILMEMBER DIETZ MOVED TO ADOPT RESOLUTION 94-69, A RESOLUTION <br />PROVIDING FOR THE ISSUANCE AND SALE OF THE CITY'S $255,000 GENERAL <br />OBLIGATION TAX INCREMENT BONDS, SERIES 1994D. COUNCILMEMBER HOLMGREN <br />SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />7.8. <br /> <br />Update on residential Sandpiper Estates meetina reaarding Western Area Phase II <br />proiect <br /> <br />City Engineer Terry Maurer updated the Council on the neighborhood information <br />meeting that was held on June 22, 1994. He stated that the main topic of <br />discussion at this meeting was the western extension of trunk utilities which will <br />require the crossing of 183rd Avenue within Sandpiper Estates with trunk sewer <br />and water. Terry Maurer explained that the main concerns expressed by the <br />residents related to the timing of the improvement. the length of repayment of <br />street. storm sewer and trunk and lateral sewer and water assessments, and the <br />interest rate for the assessment. <br /> <br />7.9. <br /> <br />Consider resolution callina for the Western Area Phase II Improvement Proiect <br />public hearina for July 25, 1994 <br /> <br />e <br /> <br />COUNCILMEMBER SCHEEL MOVED TO ADOPT RESOLUTION 94-70, A RESOLUTION RE- <br />ESTABLISHING THE PUBLIC HEARING DATE FOR THE IMPROVEMENT IN THE MATTER OF <br />THE WESTERN AREA 2ND PHASE TRUNK SANITARY SEWER, WATER, STORM SEWER, AND <br />STREET IMPROVEMENTS OF 1994. COUNCILMEMBER HOLMGREN SECONDED THE <br />MOTION. THE MOTION CARRIED 4-0. <br />
