Consider reauest bv the citv of Elk River to amend section of zonina ordinance <br />relatina to accessory structures/PUBLIC HEARING <br /> <br />Steve Ach reviewed the proposed ordinance amendment to Section 900.20, <br />900.12 and 900.08 related to accessory structures. Steve Ach indicated that <br />because the City processes several conditional use permits for accessory <br />structures that exceed the City standards, staff is proposing several modifications <br />to the standards relating to these structures. <br /> <br />A summary of the proposed major changes to the ordinance is as follows: <br /> <br />1. Combining the size of attached garages and accessory structures when <br />computing the maximum size. <br /> <br />2. Changes to the size limitations in all districts, and substituting the <br />conditional use permit process with the variance process. <br /> <br />3. The ordinance does not distinguish between agricultural accessory <br />structures and nonagricultural accessory structures. <br /> <br />4. Metal-skin structures no longer allowed in the R 1 b, B 1 c, R 1 d, and R 1 e <br />zoning districts as a conditional use. <br /> <br />. <br /> <br />5. Metal-skin buildings in the A 1 and R 1 a zoning districts will be allowed on all <br />parcels without requiring a 300 foot setback from neighboring homes with the <br />exception of those containing livestock. <br /> <br />Mary Eberley, Planning Commission Member, indicated that the Planning <br />Commission recommended approval of this request. <br /> <br />Mayor Duitsman opened the public hearing. There being no one for or against <br />the matter, Mayor Duitsman closed the public hearing. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ADOPT ORDINANCE 94-3 AN <br />ORDINANCE AMENDING SECTIONS 900.20, 900.12, AND 900.18 OF THE CITY OF ELK <br />RIVER CODE OF ORDINANCES RELATED TO ACCESSORY STRUCTURES IN RESIDENTIAL <br />ZONING DISTRICTS. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION <br />CARRIED 4-0. <br /> <br />7.10. <br /> <br />Consider resolution approvina plans and specifications for northeast area trunk <br />sewer and water improvements and authorize the advertisement for bids <br /> <br />e <br /> <br />The City Engineer explained that preparations have begun for the preparation of <br />plans and specifications for the improvements to serve the Elk Park Center <br />development. The improvements will be divided into three components; trunk <br />sanitary sewer and water; internal street and lateral sewer and water; and <br />external street improvements. The plans and specifications for the trunk sanitary <br />sewer and water have been completed. <br /> <br />COUNCILMEMBER DIETZ MOVED TO ADOPT RESOLUTION 94-22, A RESOLUTION <br />APPROVING THE PLANS AND SPECIFICATIONS AND ORDERING THE ADVERTISEMENT <br />
