<br />e <br /> <br />e <br /> <br />e <br /> <br />Joint City Council/Sherburne County Board Meeting <br />March 7, 1994 <br /> <br />Page 6 <br /> <br />8. <br /> <br />Library System <br /> <br />Dave Loch updated the Council on the status of the funding of the library system. <br />He indicated that two proposals have been made so far, both of which the <br />County feels is unfair to Sherburne County. The first proposal creates a taxing <br />district which requires the County to pay based on a net tax capacity. With this <br />system, Sherburne County's cost would increase by over $1,000,000. Another <br />method that is being proposed is based on the formula of 1/3 population; 1/3 <br />library usage; and 1/3 tax capacity. This method would increase Sherburne <br />County's share by $165,000. It was stated that both methods seem unfair as <br />Sherburne County is paying the majority of the increase with no increase of <br />benefits. Discussion was held regarding the possibility of the County seceding <br />from the system. <br /> <br />Council member Dietz updated the County on the expansion project of the <br />Library which is underway. <br /> <br />9.
