Joint City Council/Sherburne County Board Meeting March 7, 1994 Page 2 e 5.1. ISTEA Application for Courthouse Proiect - John Kuester John Kuester addressed the City Council and requested the City to sponsor the ISTEA Grant. The ISTEA grant consists of federal funding which would be used to help restore the Sherburne County Courthouse. He indicated that enough funds have been raised to meet the matching funds requirement for phase I. He further explained that there are three phases to the grant: PHASE I - Turn the structure back to its original 1905 appearance. PHASE II - Grant money will be available in 1998. Exterior work will be completed and all building and ADA codes will be met. PHASE III - Grant money will be available in 1999. Remodeling of the interior of the building will take place at this time. COUNCILMEMBER FARBER MOVED TO HAVE THE CITY SPONSOR THE ISTEA GRANT APPLICATION. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0. 5.2. Consider MnDOT Cooperative Aareement for Hwv 101/169/10 Proiect e The City Administrator indicated that MnDOT is requesting the City to approve a Cooperative Construction Agreement for the storm sewer included in the MnDOT project at the Highway 10 1/169/10 interchange. The estimated cost to the City for this project is $413,203.15. The cost will cover the installation of a 72-inch storm sewer pipe on the east side of TH 169 and a 60-inch storm sewer pipe on the west side of TH 169. COUNCILMEMBER FARBER MOVED TO ADOPT RESOLUTION 94-18 A RESOLUTION ENTERING INTO AGREEMENT NO. 71720 WITH THE STATE OF MINNESOTA DEPARTMENT OF TRANSPORTATION FOR STATE PROJECT NO. 8608-14 TRUNK HIGHWAY 10l. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0. 5.3. Police Union Waqe Incentive Proaram Update The City Administrator reviewed the final draft of the Wage Incentive Program with the Council. Councilmember Dietz stated that he was satisfied with the overall plan and felt it was a good compromise in lieu of the longevity issue. COUNCILMEMBER DIETZ MOVED TO APPROVE THE WAGE INCENTIVE PROGRAM FOR THE POLICE DEPARTMENT OFFICERS. COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 4-0. 5.4. Consider City Council Meetina Schedule The City Administrator reviewed the Council meeting schedule for the next three months. e COUNCILMEMBER FARBER MOVED TO CALL A SPECIAL MEETING OF THE CITY COUNCIL ON APRIL 21, 1994, AT 6:00 P.M. AT THE ELK RIVER CITY HALL TO DISCUSS THE ELK PARK CENTER PROPOSAL. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0.
