Steve Rohlf indicated that the <br />Attorney and City Engineer would be involved only when necessary. <br /> <br />and <br />City <br /> <br />COUNCILMEMBER SCHEEL MOVED TO APPOINT HANK DUITSMAN <br />REPRESENTATIVE OF THE STREET DEPARTMENT TO THE COUNTY DITCH <br />FORCE. Consider Resolution Regarding Reimbursement Regulation <br /> <br />Finance Director Lori Johnson indicated that the IRS has proposed new <br />rules and regulations for reimbursement bonds. She recommended that <br />the Council adopt a resolution which establishes the procedures <br />relating to compliance with reimbursement bond regulations. She <br />further indicated that this resolution amends the formerly adopted <br />Resolution 92-11. <br /> <br />e <br /> <br />COUNCILMEMBER SCHEEL MOVED TO ADOPT RESOLUTION 94-3, A RESOLUTION <br />AMENDING RESOLUTION 92-11 ~D ESTABLISHING PROCEDURES RELATING TO <br />COMPLI~CE WITH REIMBURSEMENT BOND REGULATIONS UNDER THE INTERNAL <br />REVENUE CODE. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION <br />CARP.IED 5-0. <br /> <br />8.4. Approval for Attendance of National GFOA Conference <br /> <br />Finance Director Lori Johnson informed the Council that the national <br />GFOA conference for 1994 will be held in Minneapolis. She requested <br />authorization for herself and for Joan Frick and Brenda Ebner to <br />attend. <br /> <br />COUNCILMEMBER DIETZ MOVED TO AUTHORIZE THE FINANCE DIRECTOR, JOAN FRICK <br />AND BRENDA EBNER TO ATTEND THE NATIONAL 1994 GFOA CONFERENCE. <br />COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />8.5. Consider Revisions to the Composition of the EDA <br /> <br />The Council reviewed the memo submitted by Economic Development <br />Coordinator Bill Rubin regarding the composition of the EDA. The memo <br />included the background on this subject. The Council and EDA have <br />discussed this issue in November and December of 1992, and February and <br />November of 1993. Bill Rubin indicated that EDA President Jeff Gongoll <br />requested the Council to consider modifying the composition of the EDA <br />by adding at least one more non-elected resident to serve in an <br />at-large capacity. <br /> <br />e <br /> <br />COUNCILMEMBER FARBER MOVED TO TAKE NO ACTION ON THE ISSUE <br />THE COMPOSITION OF THE EDA.
