<br />e <br /> <br />Elk River City Council Minutes Page 2 <br />September 25, 1995 <br />3.2 Consider Ordinance Amendina Section 1302.06121 user Charaes for Normal <br />Domestic Strenath Users <br /> <br />Lori Johnson, Assistant City Administtator updated the Council on an ordinance <br />amendment relating to the billing s~ction of the sewer ordinance. The current <br />ordinance is based on quarterly metered water usage during the first quarter of <br />the calendar year and are billing on monthly metered water usage. The City <br />would like to amend the ordinance to use an average of metered water usage <br />for the months of November, December, January, February and March instead <br />of the first quarter average. This will allow a more accurate average from all <br />residents including the people who leave for a month or so. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ADOPT ORDINANCE #95-25, AN <br />ORDINANCE AMENDING SECTION 1302.06(2), USER CHARGES FOR NORMAL <br />DOMESTIC STRENGTH USERS, OF THE CITY OF ELK RIVER CODE OF ORDINANCES. <br />COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />3.3 Consider Council Participation in the September 29.1995. Homecomina Parade <br /> <br />The Council stated that they plan on their families joining them in riding in a City <br />fire truck for the homecoming parade on Friday, September 29, 1995 at 6:00 p.m. <br /> <br />3.4 Mayor Update <br /> <br />Mayor Duitsman gave Steve Rohlf a letter from the Minnesota Pollution Control <br />Agency. <br /> <br />e <br /> <br />Mayor Duitsman had some questions regarding the Mike Wallen issue. Steve <br />Rohlf indicated that he will discuss this item later in the meeting. <br /> <br />Mayor Duitsman had two voice mail messages from concerned citizens <br />regarding the movie "Showgirls" at the Elk River Theater. <br /> <br />Mayor Duitsman indicated that John Lynn called and indicated the new <br />overlayed road stopped 15 feet from his driveway. Phil Hals had spoken to him <br />last week. The Mayor stated that Mr. Lynn is paying two assessments. <br /> <br />3.5 Update on ECM Proposal <br /> <br />Bill Rubin, Economic Development Coordinator updated the City Council on the <br />ECM proposal. Bill Rubin handed out an outline addressing a variety of <br />financing and incentive programs that the City will alert ECM Publishers of <br />relative to the acquisition and renovation of the County Administration building <br />as well as a possible TIF district for adjacent property at King Avenue and Main <br />Street. <br /> <br />e <br /> <br />Considerations to help facilitate the transaction for the county building are: 1) <br />supplemental micro-loan at a reduced interest rate for the renovation <br />component of the County Administration building; 2) supplemental block grant <br />micro-loan at a reduced interest rate for the renovation component of the <br />County Administration building; 3) outright redevelopment grant from TIF <br />Districts No.1 and No.3 - requires a TIF Plan amendment. <br />
